SITUATION: Cyclone Elita hit
the island of Madagascar several times between Jan. 26 and Feb. 4 -- the
first cyclone to make landfall in Madagascar during the October-April cyclone
season, killing 29 people. The storm caused severe damage to five of the
six provinces on the island -- Majunga, Antananarivo, Fianarantsoa, Tamatave
and Tuléar - and subsequent heavy rains and floods marooned several areas.
Preliminary damage assessments indicate widespread damage to crops and schools and severe damage along the west coast. More than 44,800 people are reported homeless with more than 10,000 homes, 282 administrative buildings, 373 schools, 33 churches and 55 hospitals or health centers damaged or destroyed.
RESPONSE: CWS is responding by supporting its partner, the Church of Jesus Christ in Madagascar (FJKM), Department for Development (SAF/FJKM). Shelter, direct food aid and disaster preparedness training for community leaders are being provided, along with food assistance through food-for-work projects.. The response is expected to be continue up to Sept. 30. Response will be in all provinces except for Tamatave. The agency works in the affected areas.
Specifically: Distribution of 30,000 kilos of rice and 6,000 kilos of beans, 3,000 liters of oil, 6,000 kilos of sugar to each of 6, 000 identified disaster survivors through food-for-work programs to rehabilitate community infrastructure, such as roads, churches and schools. The food-for-work participants will be provided with 5 kilos of rice, 0,5 liters of oil, 1 kilo of beans, and 1 kilo of sugar per day for an 8-day period. The average cost of this specific food package for each person is about $6. Shelter kits for 1,125 families that include a bucket, jug, two bags of cement and four sheets of metal will also be distributed. The average cost of these shelter kits per family is $54.
Medicines are also being provided as are seeds to help the affected families begin replanting damaged crop lands.
The total assistance goal is $416,908; that includes $101,363 for direct assistance (food and shelter materials) $199,718 for post-crisis assistance (seeds and reconstruction materials); $45,038 for transport and warehousing.
