Operational Updates

Emergency Sudanese Refugee Response

  • As the conflict in Sudan persists, Libya is experiencing a significant influx of refugees, prompting an urgent need for a scaled-up humanitarian response.
  • As of October, UNHCR estimates that nearly 100,000 Sudanese refugees have arrived in Libya since the start of the conflict in April 2023, of which 28,000 have been registered by UNHCR.
  • In October, WFP's Sudan Refugee Response reached 15,010 individuals across ten locations in the country with 88.9 mt of food, as follows:
    • 30 mt of wheat flour and date bars were provided to support 5,000 individuals in Al Kufra, marking the first distribution there since August. These efforts were made possible through continued engagement with relevant authorities to secure access. More deliveries are underway.
    • A further 45 mt of food was delivered to Ajdabiya, Al-Brega, Mrada, Zwetina Sultan, Awjlah, Jalu, Ejkhera, and Derna for distribution by LibAid to support 7,515 food-insecure Sudanese refugees.
    • In partnership with the Organisation Development of Pioneers (ODP) and LRC, WFP distributed 13.9 mt of food to 2,495 individuals in Azzawya, along with non-food items (NFIs) provided by LRC.
  • Overall, several WFP's distributions in October experienced significant delays due to the complicated clearance process of consignments. WFP has engaged with authorities at all levels, to work towards more efficient and streamlined process in the future.
  • After a successful two-month pilot of the SCOPE beneficiary registration tool, WFP has efficiently registered 10,500 beneficiaries, including 3,348 Sudanese in October across Alkhums, Azzawya, and Zliten. In November, WFP will expand the registration with Cooperating Partners and pilot SCOPE for in-kind food distributions as part of the Sudanese Refugee Emergency response.
