Operational Updates

Emergency Sudanese Refugee Response

  • As of November, UNHCR estimates that nearly 210,000 Sudanese refugees have arrived in Libya since the start of the conflict in April 2023, of which 35,908 have been registered by UNHCR.
  • During the reporting period, WFP reached 9,500 Sudanese individuals out of the 50,000 planned under the WFP 2024 Sudan Refugees Response Plan in Al Kufra and Benghazi with 57 mt of wheat flour and date bars. WFP's in-kind food assistance distribution faced delays due to continued challenges in the clearance process for consignments. Sustained engagement with authorities is ongoing to address these bottlenecks and improve efficiency.
  • Due to delays in receiving beneficiary information with municipal authorities in Sebha, Azzawya, and Benghazi, cash-based transfers (CBTs) distributions for host communities affected by the Sudanese influx crisis have been postponed. Distributions are now planned to begin in December, targeting approximately 5,000 individuals, with redeemable CBT vouchers.
  • On 11 November, the 2025 Sudanese Refugee Response Plan (RRP) for Libya was launched, requiring USD 106.6 million in multisectoral funding. Of this, WFP requires USD 13.5 million for general food assistance, including blanket supplementary feeding (BSFP) for children under five and pregnant and breastfeeding women (PBW) to address critical nutritional needs. The global appeal for the regional RRP is set to launch in December.
