Operational Updates

Emergency Sudanese Refugee Response

• By the end of January, the United Nations High Commissioner for Refugees (UNHCR) estimated that nearly 240,000 Sudanese refugees had arrived in Libya since the start of the conflict in April 2023.

• According to UNHCR, needs are increasing due to continuous Sudanese arrivals, specifically in health, WASH, cash, food and shelter sectors. Refugees show concerning health conditions and require immediate assistance, including nutritional support.

• In January, in line with the Libya Sudanese Refugee Response Plan for 2025, WFP continued to expand its support for Sudanese refugees in Libya, reaching over 69,500 Sudanese refugees and host communities with life-saving food assistance and cash-based transfers through the following interventions:

o In-kind food assistance to over 53,500 people (10,707 households) across 30 distribution points in the east, west and south regions.

o Nutritional assistance to over 8,000 children under five and over 3,000 pregnant and breastfeeding women through lipid-based nutrient supplements and date bars.

o Cash-based transfers (CBTs) to 5,500 vulnerable Libyans as part of its planned support to host communities.

• The 2025 Sudan Regional Refugee Response Plan is expected to be launched next month, requiring USD 107 million to support 446,000 Sudanese refugees and host communities in Libya, including USD 13.5 million allocated for WFP’s food assistance to reach 50.000 refugees per month throughout 2025.

Additional Emergency Assistance

• In early January, WFP launched a project in Al Qatroun to help the local community strengthen its capacity to absorb the increasing influx of Sudanese refugees into the municipality by rehabilitating five community-based bakeries. These bakeries will produce bread for the host community and Sudanese refugees (targeting approximately 450 families), providing livelihoods opportunities and increasing the self-reliance of the host community.

Emergency School Feeding Response

• During January, WFP, in coordination with the Ministry of Education (east), continued its school feeding project in Derna, providing daily meals to some 14,900 school children across 29 schools, including expansion for a school for 35 students with special needs. • WFP’s School Feeding Programme in Libya is planned to be handed over to the Government in the end of February 2025.
