Operational Updates

Emergency Sudanese Refugee Response

• By the end of April, the United Nations High Commissioner for Refugees (UNHCR) estimated that 313,000 Sudanese refugees had arrived in Libya since the conflict began in April 2023, an increase from 256,000 in the previous month. Urgent needs include water, food, shelter, health, and core relief items.

• In April, UNHCR revised its 2025 Sudan Refugee Response Plan for Libya, projecting 621,000 people in need (PIN) by the end of 2025, an increase of 40 percent (446,000 PIN) since November 2024.

• In line with the Libya Sudanese Refugee Response Plan for 2025, WFP continued to expand its support for Sudanese refugees in Libya reaching a total of 58,456 beneficiaries in April as follows:

o 578 mt of in-kind food assistance to 46,565 Sudanese refugees (9,313 households) across the country.

o Nutritional assistance to 4,236 children under five and 1,989 pregnant and breastfeeding women through 12.5 mt of lipid-based nutrient supplements and 11.3 mt of date bars.

o USD 64,650 in CBT to 5,666 vulnerable Libyans in Benghazi, Sebha and Azzawya as part of its planned support to host communities.

• Due to funding constraints, WFP will not be able to continue assistance to targeted refugees unless additional funding is received. To sustain monthly assistance beyond mid-June, WFP urgently requires USD 13.5 million.
