UN Facilitates Meeting on Misrata and Tawergha Reconciliation Process in Tripoli

Members of the Misrata and Tawergha Joint Committee and members of the Government of National Accord (GNA) gathered in Tripoli yesterday to discuss steps to advance a transitional justice process that includes reparations and the safe and dignified return of Internally Displaced Persons (IDPs).

The objective of the dialogue meeting, organized by UNSMIL and UNDP, is to enhance current working mechanisms between the Joint Committee and the GNA culminating in a reparations programme and the return of IDPs to their homes in a safe and timely manner.

During the meeting, participants discussed progress to date as well as needed next steps to further advance the transitional justice process.

UNSMIL and UNDP have been providing guidance to the Joint Committee on conducting a transitional justice process in line with international human rights standards. Since this process started, the interaction between the two communities have improved. Misratans released dozens of Tawerghan detainees and limited new detentions considerably. Recently, children from both communities visited the town of Tawergha for the first time since the conflict, and elders from Misrata and Tawergha met in the Tamnina district of Misrata to discuss safe return and other aspects of transitional justice.

In December 2015, during a meeting organized by UNSMIL and UNDP in Tunis, representatives from Misrata and Tawergha agreed on a road map with the right of the people of Tawergha to return to their land and homes. A Joint Committee of representatives from both regions was created in January 2015 to establish the mechanism and conditions for a safe return. Since then, UNSMIL and UNDP have organized several meetings with the Joint Committee through the “Transitional Justice Project in Libya” with the objective of assisting the committee in the implementation of the agreed upon roadmap. In August 2016, the Misrata and Tawergha Dialogue Committee reached an agreement to operationalize the 2015 roadmap. The roadmap was endorsed by the Presidency Council in July 2017.
