Libya - Escalation of conflict in Tripoli outskirts (DG ECHO, WHO, IOM, INGO) (ECHO Daily Flash of 8 April 2019)

Eastern forces launched an offensive on the southern outskirts of Tripoli on 5 April. Both eastern and western forces have been accused of indiscriminate shelling and airstrikes, 24 people are reported dead, inlcuding six civilians and 144 injured, including four civilians.

At least 440 families are displaced, many fleeing to relatives’ homes as fighting comes closer to urban areas. Several hundred migrants are detained in the southern outskirts of Tripoli and their safety is at risk.

Tripoli's Wounded Affair Directorate deployed emergency surgical teams to hospitals. The Libyan Red Crescent Society is facilitating evacuation and providing first aid.

Health humanitarian actors have activated the Rapid Response Framework to coordinate emergency medical and surgical kits to hospitals. Essential items (food rations, surgical, medical and obstetrical kits, emergency shelters and non-food items) have been prepositioned in Tripoli.

The United Nations Support Mission to Libya requested a two hour truce to evacuate wounded but is still pending. The international community have urged respect for international humanitarian law (for civilian and medical facilities).
