Overview
During the third quarter of 2024, humanitarian and development operations in Libya faced multiple access challenges that have hindered the delivery of essential assistance. Key issues include bureaucratic delays, coordination challenges and logistical hurdles, affecting both national and international efforts to provide timely support to vulnerable communities.
Bureaucratic and Administrative Impediments (BAI) remain a major obstacle, accounting for the majority of access challenges. Approximately 67 percent of the reported constraints stem from delays or denials of security clearances, movement permissions and coordination challenges between partners and local authorities.
Constraints related to the physical environment compounded by significant logistical issues have also arisen. In one instance, air travel complications presented major barriers. UN and partner agencies delivering aid to remote areas such as Al-Kufra had limited options for flights due to technical malfunctions at the airport, including inoperable Ground Power Units (GPU) and Air Start Units essential for aircraft operations. Ground travel, while an alternative, was severely hampered by deteriorating roads, making it an unreliable option.
On a positive note, discussions with the Libyan National Army (LNA) in the East in late July led to a movement coordination system that alleviated many access challenges. The system worked well between August and September. Despite existing hurdles, eastern authorities showed flexibility in adjusting procedures to address the humanitarian crisis. This included working with international partners to meet evolving needs and ensuring critical humanitarian activities continued in heavily affected areas.
These administrative requirements highlight the importance of stronger collaboration between Libyan stakeholders and the international humanitarian community. Implementing an access notification system could streamline procedures, speed up approvals and minimize logistical challenges.
Enhanced coordination with the UN and INGOs would also improve aid delivery and better address the needs of affected populations.
