OVERVIEW
During the second quarter of 2024, a total of 9 access constraints were reported by humanitarian and development partners. Despite the reduction in number compared with the first quarter, the access constraints still undermine the humanitarian partners’ capability to deliver essential humanitarian and development support.
The trend that has been ongoing since the launch of the Access Monitoring and Reporting Framework (AMRF) in March 2020 remained the same. Bureaucratic and Administrative Impediments (BAI) continue to constitute the majority of access challenges faced by partners. Almost 56 per cent of the access impediments reported during the second quarter are directly related to this category. Unclear and inconsistent processes of travel permits and security and movement clearances continue to hamper operations and heavily impact programs and activities. The Access Working Group and the Office of the Resident and Humanitarian Coordinator are working together to address these challenges in coordination with the relevant authorities.
Similar to the first quarter, humanitarian and development programs also encountered challenges related to interference in the implementation of activities. Two (2) incidents of the total reported access constraints involved interference which had a direct impact on some activities such as missions and assessments.
There were also 2 incidents related to denial of needs and restriction of access to humanitarian assistance for people in need. According to the humanitarian principles, all authorities are required to address human suffering wherever it is found, with particular attention to the most vulnerable.
To ensure that help gets to those who need it, authorities need to address administrative and bureaucratic obstacles to humanitarian and development operations, restore the pre-flood movement coordination procedures to ensure smooth coordination and timely and effective humanitarian response and development support, and ensure more compliance to the humanitarian principles.
