The present report, submitted pursuant to Human Rights Council resolution 28/30, has been prepared on the basis of an investigation carried out by the Office of the United Nations High Commissioner for Human Rights (OHCHR). It describes widespread violations of international human rights law and international humanitarian law, and abuses of human rights, perpetrated by all parties to the conflict in Libya throughout 2014 and 2015. It also provides an assessment of the justice sector, and describes initiatives towards accountability.
In the report, OHCHR also provides an update on technical assistance and capacitybuilding provided to support key institutions and civil society organizations. It concludes the report with recommendations addressed to all parties to the conflict, the Government, the international community, the Human Rights Council and the Security Council.
