PARIS, April 14 (Reuters) - The West must take fresh action to stop the killing of civilians in Misrata and consider arming Libya's rebels or sending troops to fight Muammar Gaddafi's forces, said a rebel opposition council member on Thursday.
Suliman Fortea, who met President Nicolas Sarkozy late on Wednesday during a 24-hour visit to Paris, said if NATO and the United States were reluctant to intensify their action then France and Britain should consider acting alone.
