Introduction

The Humanitarian Policy Group (HPG) at the Overseas Development Institute (ODI) organised a roundtable meeting to discuss the situation in Libya and to reflect on the current response of the international community and its protection objectives. The discussion considered the impact military intervention is having on the civilian population and the ability of humanitarian actors to assess and respond to needs on the ground. Given the sensitivities of this topic and to promote an open and frank discussion the meeting was held under the Chatham House Rule. What follows is a summary of the discussion.
