The deterioration of the ongoing political crisis in Guinea remains a serious concern for both the sub-region and the regional bodies who are acting as mediators, as the stalled negotiations have led to an impasse. Since the advent of the military junta headed by Capt. Moussa Dadis Camara, there have been different levels of political and military tensions with the September 28 massacre and recent assassination attempt on Capt. Camara exacerbating the situation. The critical nature of the situation and the need to respond to a possible security and humanitarian crisis encouraged the Humanitarian Coordinator and the United Nations Country Team (UNCT) to instigate a task force to update the inter-agency contingency plan for a possible population influx into Liberia from Guinea.
