Highlights:
· An escalation of conflict in northern Syria has resulted in renewed waves of Syrian refugee arrivals in Turkey and Iraq. Of the over 190,000 Syrian refugees who have crossed into Turkey since 19 September, some 13,000 have continued their journey into Iraq’s northern Kurdistan region (KR-I), the majority entering through the Ibrahim Khalil border checkpoint between Turkey and the KR-I’s Dohuk governorate.
· On 24 October the Government of Lebanon formally adopted a plan which calls for the implementation of certain measures, including to restrict the entry of Syrian refugees to Lebanon. This latter policy has been in effect for several weeks, resulting in a substantive reduction in the number of Syrian refugees approaching UNHCR for registration.
· Donor generosity has helped WFP avoid anticipated cuts to food assistance during October. However, WFP still faces a time-critical shortfall in its regional operations from November onwards. The number of Syrian refugees supported with essential food assistance and supplementary programmes will be significantly limited just before winter should additional contributions not be forthcoming.
