This situational analysis evaluates the effectiveness of Lebanon ’ s juvenile justice system in safeguarding the rights and best interests of children in conflict with the law (CICL) throughout the entire process, from prevention and early intervention to apprehension, investigation, adjudication, rehabilitation, and reintegration. The review triangulates: (i) Lebanese legislation and procedures (notably Law No. 422/2002 and the Code of Criminal Procedure), benchmarked against international standards (CRC, GC 24, Beijing/Havana/Bangkok Rules); (ii) institutional roles and capacities of the Ministry of Justice, Ministry of Social Affairs, Internal Security Forces, General Directorate of General Security, the judiciary, bar associations, and oversight bodies; and (iii) evidence and insights from practitioners, civil society, and directly affected communities.
