HIGHLIGHTS
Over 1,350 households were confirmed through assessments to be affected by the harsh weather that hit Lebanon from 31 January and resulted in road blockages, landslides, and damage to shelters, particularly in informal settlements.
In light of the increased vulnerabilities and in advance of the winter season, partners worked to prepare for the onset of storms at the household and site levels, as part of a wider inter-sectoral winter season response. This included winter cash assistance, municipal support projects, site improvements, critical winterization shelter repairs, and provision of winter-related items and clothes.
At the time of the storm, coordinated Rapid Needs Assessments (RNAs) were activated by partners across all regions of Lebanon. Of the households confirmed to be in need of assistance following the storm, LCRP partners supported more than 1,260 households residing in 516 different sites with direct winter assistance including around 1,000 shelter kits and 1,400 core relief items’ packages including mattresses, sleeping mats, blankets, hygiene kits, baby kits, and kitchen kits. 149 individuals were relocated into temporary sites during the storm. The response was conducted in close coordination with the Ministry of Social Affairs, Ministry of Interior and Municipalities, and municipalities across the country to ensure partners’ access and a coordinated and timely response to affected individuals.
The RNA tool and partners’ adherence to the geo-split prevented duplication and contributed to an efficient response.
Limited municipal capacity to prepare for and respond to the winter season (including cleaning drainage canals, opening roads) remains the main challenge reported across all regions. There is a need for increased advance funding for preparedness initiatives at site and household-level, which would help to prevent increased suffering/losses and save resources through reducing the need for expensive emergency responses.
