SITUATION OVERVIEW

Lebanon continues to grapple with a multi-faceted crisis which was exacerbated by the escalation of conflict in September 2024 and despite the cessation of hostilities reached in November 2024 there are continued airstrikes and insecurity. At the height of the conflict, over 900,000 people were displaced in Lebanon, and as of 30 April 2025, 970,470 people have returned to their communities and 90,020 IDPs remain displaced (IOM DTM).

Mobility trends remain dynamic, following renewed violence in Syria, and continued airstrikes across Lebanon, including in Beirut. Between 2 and 30 April 2025, recorded cross-border movements included 138,430 Syrians and 219,693 Lebanese individuals entering Lebanon through land, sea, and air, as well as 163,168 Syrians and 237,523 Lebanese departing from Lebanon.

Whilst the post-ceasefire situation remains uncertain, IOM is closely monitoring mobility trends, assessing the evolving context. IOM continues to address the immediate humanitarian needs of those affected by the conflict, including returnees.

RESPONSE HIGHLIGHTS IN APRIL

  • 6,328 displaced people provided with core relief items
  • 2,926 individuals supported with health services, including tuberculosis screening and x-rays, health awareness sessions, medical consultations, and transport to primary health care centres
  • 434 people supported with protection assistance, including Emergency Cash Assistance, case management, MHPSS, and legal support
  • 9,630 litres of fuel distributed to the Ministry of Public Health’s (MoPH) main warehouse
  • 85 IDP collective sites and migrant apartment clusters monitored to support access to assistance, protection services and referrals to partners
  • 24 collective sites (primarily educational facilities) decommissioned
