Highlights

  • WFP took part in the Inter-Agency Disaster Response Simulation Exercise, in which WFP alongside in-country partners, played out disaster scenarios to improve inter-agency coordination during emergency responses.

  • WFP and the Mountain Societies Development Support Programme of Aga Khan Foundation agreed to strengthen an ongoing field-level cooperation and establish a legal framework for future joint projects.

  • The Ambassador of the Republic of Korea and consultants from the Korean International Cooperation Agency (KOICA) visited project sites on infrastructural rehabilitation and information resource centre in southern Kyrgyz Republic

Operational Updates

  • On 24-25 November 2015, WFP participated in the Inter-Agency Disaster Response Simulation Exercise, which provided opportunity to practice disaster response activities and strengthen inter-agency coordination, involving UN agencies, International Red Cross and Red Crescent Movement, government agencies and NGOs.

  • On 04 November 2016, WFP and the Mountain Societies Development Support Programme of Aga Khan Foundation signed a Memorandum of Understanding (MoU) to strengthen an ongoing field-level cooperation and establish a legal framework for future projects in the area of food security and nutrition, poverty reduction, rural development, disaster risk resilience, and climate change adaptation.

  • On 10 November 2016, the Ambassador of the Republic of Korea to the Kyrgyz Republic and a group of consultants from KOICA visited project sites in Uzgen district, Osh province. Sites visited include a bridge reconstruction project and the information resource centre, which was set up in the premises of the local government administration with the support of WFP.

  • On 01 November 2016, WFP organized a visit of parliamentarians and deputy ministers for emergencies, finance, health and culture to Talas province to present its ongoing school meals programme, demonstrate the difference between the pilot and non-pilot schools, and facilitate the discussion on the role of local communities in promoting the national school meals programme.

Challenges

  • WFP is continuing negotiations on a MoU with the Ministry of Education and Science. The absence of a MoU initially delayed the creation of a school feeding unit under the Ministry. The MoU was cleared by all ministries and forwarded by the Ministry of Education and Science to the Government for final clearance. WFP is in constant contact with the Ministry to follow up on its progress.

Partnerships

  • The school meals project is implemented in collaboration with the Ministry of Education and Science and the Ministry of Health, with support from SIFI and local NGOs, including the Agency of Development Initiatives, Centre for Activation and Development of Village Initiatives, and the Roza Otunbaeva Initiative Foundation.

  • Under the Productive Safety Nets project, WFP partners with the Ministries of Labour and Social Development, Emergency Situations, Agriculture, the State Agency for Environment Protection and Forestry, the Vocational Education Agency, the National Statistics Committee, and National Institute of Strategic Studies.

  • WFP, in partnership with FAO and UNICEF, co-chairs the Agriculture, Food Security and Rural Development, and Social Protection working groups of the Development Partners’ Coordination Council (DPCC). WFP, FAO and UNICEF assisted the Government in developing a national food security and nutrition programme, and are also working together in the Scaling Up Nutrition movement. WFP, FAO, UN Women and the International Fund for Agricultural Development (IFAD) are jointly implementing rural women’s economic empowerment project. WFP is also working with UNDP, UNICEF, FAO and UN Women on a cross-border peacebuilding project.
