REPUBLIC OF KIRGYZSTAN - LANDSLIDE
DHA-GENEVA SITUATION REPORT NO 1
11 MARCH 1994

SITUATION AND IMPACT

1.LANDSLIDE OF ESTIMATED 500.000 CUBIC METRES COMPLETELY DESTROYED 15 OR MORE HOUSES AND KILLED AT LEAST 50 PERSONS IN A SMALL VILLAGE NEAR OSH IN THE USGEN REGION OF KIRGYZSTAN, 700 KILOMETRES SOUTH-WEST OF THE CAPITAL BISHKEK. TRANSPORT AND COMMUNICATIONS INFRASTRUCTURE AS WELL AS WINTERY CONDITIONS MAKING ACCESS TO THE DISASTER SITE DIFFICULT.

NATIONAL RESPONSE

2. GOVERNMENT AUTHORITIES WORKING ON MORE ACCURATE DAMAGE ASSESSMENT AND PROVIDING INITIAL ASSISTANCE. RESCUE OPERATIONS HAMPERED BY TOTAL DISRUPTION OF ROADS AND COMMUNICATIONS IN THE REGION.

INTERNATIONAL RESPONSE

3. THE GOVT OF KIRGYZSTAN HAS, THROUGH ITS PERMANENT MISSION IN NEW YORK AND THROUGH THE UNDP RESIDENT REPRESENTATIVE IN BISHKEK, APPEALED FOR INTERNATIONAL ASSISTANCE. GOVERNMENT SO FAR INDICATING MEDICAL SUPPLIES AS MOST URGENT UN-MET NEED.

4. DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS TO BE USED DURING THE IMMEDIATE RELIEF PHASE. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITHA WRITTEN CONFIRMATION OF THE UTILIZATION OF THE FUNDS CONTRIBUTED.

5. TRANSFERS OF FUNDS SHOULD BE MADE TO THE DHA ACCOUNT NUMBER CO-590.160.1 AT THE SWISS BANK CORPORATION, CASE POSTALE 2770 CH-1211 GENEVA 2, WITH THE FOLLOWING REFE-RENCE: KIRGYZSTAN LANDSLIDE, DHA-GENEVA.

INTERNATIONAL RESPONSE

DHA IS PROVIDING AN EMERGENCY GRANT OF USD 20,000 FOR LOCAL AND REGIONAL PURCHASE OF RELIEF GOODS AND RELATED LOGISTICS SERVICES. INTERNATIONAL RESCUE CORPS UK HAS OFFERED TO DHA A RESCUE AND COMMUNICATION TEAM, GOVERNMENT HAS HOWEVER NOT INDICATED A NEED FOR SUCH ASSISTANCE.

1. LANDSLIDES AFFECTING THE OSH AND JALAL-ABAD REGIONS IN THE SOUTH OF THE COUNTRY HAVE SO FAR LED TO:

99 DEAD, 12,600 HOMELESS/RESETTLED. MORE THAN 350 HOUSES DESTROYED AND MORE THAN 1,500 DAMAGED.

2. A FURTHER 45,000 PEOPLE ARE LIVING IN AREAS THREATENED BY POSSIBLE LANDSLIDES.

UNMET NEEDS

3. THE GOVERNMENT HAS CONVEYED A TENTATIVE LIST OF NEEDS FOR MATERIAL RESOURCES. LIST IS AVAILABLE WITH DHA-GENEVA ON REQUEST.

SITUATION UPDATE

1. DURING THE LAST MONTHS, KYRGYSTAN HAS BEEN AFFECTED BY MASSIVE LANDSLIDES AND MUDFLOWS CAUSED BY HEAVY RAINS AND MELTING SNOW. THE WATER LEVEL IN RIVERS EXCEEDS THE NORM 1.5 TO 2 TIMES.

2. THESE DISASTERS HAVE SO FAR LED TO: 111 DEAD, 13,200 HOMELESS, 520 HOUSES DAMAGED AND 1.650 HOUSES DESTROYED. A FURTHER 45,000 PEOPLE ARE LIVING IN AREAS THREATENED BY POSSIBLE LANDSLIDES.

3. A NUMBER OF MAIN ROADS HAVE BEEN DAMAGED OR BLOCKED AND KILOMETERS OF ELECTRICAL TRANSMISSION AND COMMUNICATION LINES HAVE BEEN DEMOLISHED.

4. THE TOTAL DAMAGE AMOUNTS TO USD 36.000.000.

NATIONAL RESPONSE

5. THE REPUBLIC OF KYRGYSTAN HAS MOBILIZED ALL EFFORTS TO ELIMINATE DISASTER CONSEQUENCES AND TO DEFEND HUMAN LIVES BUT MATERIAL AND FINANCIAL RESOURCES OF THE COUNTRY ARE EXTREMELY LIMITED.

6. AS A LONG TERM RESPONSE THE SECURITY COUNCIL OF THE KYRGYSTAN REPUBLIC INSTRUCTED THE GOVERNMENT TO ELABORATE MEASURES AND TO WORK OUT A PROGRAM TO PREVENT THE AFTER EFFECTS OF NATURAL CALAMITIES.

INTERNATIONAL RESPONSE

7. INTERNATIONAL RED CROSS, DHA, UNDP, UNICEF, THE GOVERNMENTS OF RUSSIA, KAZAKHSTAN, UZBEKISTAN, CHINA AND VARIOUS NGOS HAVE PROVIDED HUMANITARIAN ASSISTANCE TO KYRGYSTAN.

UNHCR 2.200 BLANKETS
UNICEF 2.5 TONS OF EMERGENCY DRUG KITS
2 TONS OF HIGH PROTEIN FOOD
UNDP CLOTHING, FOOD AND MEDICINE (THE COMMODITIES WERE DISTRIBUTED
AMONG THE VICTIMS IN AFFECTED VILLAGES).

UNMET NEEDS

6. EXPERTS FROM EMERCOM CONSIDER THAT ONE OF THE MOST PRESSING NEEDS ARE PRE-FABRICATED HOUSES, DWELLING HOUSES AND TENTS WITH HEATING.

7. GOVERNMENT OF KYRGYSTAN CONVEYED A TENTATIVE LIST OF NEEDED MATERIAL WHICH IS AVAILABLE WITH DHA UPON REQUEST.

8. THIS IS THE LAST REPORT FOR THIS EMERGENCY UNLESS THERE ARE UNFORESEEN DEVELOPMENTS.
