Kenya: El Niño, Positive Indian Ocean Dipole Forecast and Humanitarian Impact (October 2023)

Attachments

OVERVIEW

The Kenya Meteorological Department (KMD) has warned of above average rainfall in most parts of the country during the ‘short rains’ season from October to December (OND) this year with flood-related risks expected to continue into January 2024.
Kenya has a history of experiencing significant flooding causing loss of lives, increased disease outbreaks, displacement and widespread destruction of property and infrastructure due to El Niño and positive Indian Ocean Dipole (IOD). Increased rainfall in the arid and semi-arid lands (ASALs) will support recovery from five consecutive below-average seasons. However, for communities living in flood-prone areas of the ASALs, high flooding risk could lead to increased food insecurity.
Given the impacts of past flooding events, comprehensive preparedness and response strategies are urgently needed to mitigate the complex risks arising from these fluctuating climate conditions, in addition to the existing humanitarian challenges.
Humanitarian partners are working in coordination with the National Disaster Operations Centre (NDOC) and the Kenya Red Cross Society (KRCS) on preparedness and response efforts.
