This report is based on information provided by the Ministry of Emergency Situations of Kazakhstan and the Office of the UN Resident Coordinator.

SITUATION

1. On 21-22 February 2008, 48 settlements in South Kazakhstan (Sary-Agash, Ordabasyn, Aryss and Shardarya districts) were flooded as a result of heavy rains and a sudden increase in air temperature, which led to rapid melting of snow.

2. In total 2,383 houses were inundated; 298 houses, 8 schools, 2 primary medical centers and 2 bridges were destroyed, and large portions of roads were washed out. One person died and more than 13,000 people (approximately 1,800 families) were displaced.

3. People lost their belongings, basic necessity items, food reserves and livestock. In many villages the agricultural land and irrigation canals have been covered by mud and sand, which will make it very difficult to start the usual agricultural works in spring.

NATIONAL RESPONSE

4. The Government has resettled some 13,000 people in nearby sanatoriums, with relatives and friends (host communities), and in tented camps. The Government plans to repair all damaged houses and building, as well as construct new houses for all affected families by the beginning of autumn.

5. Distribution of food and non-food items has started since the second day of the disaster (22 February).

6. The Government has allocated 500 million Tenge (approximately USD 4.2 million) from the national budget to respond to this emergency.

7. In addition to the Government's response, the Kazakhstan Red Crescent Society (KRCS) provided mattresses, blankets, shoes, sleeping bags, warm coats and ordered a five-ton water reservoir to be placed at Kyzyl Asker village of Sary-Agash district.
