Operational developments

Over the period of the first five months of 2005, the response to the Central Asia regional appeal allowed the Red Crescent societies to proceed with planned activities. The initial appeal budget has been revised: it's section under the programme title Coordination and Implementation was reduced. This emerged from the fact that part of the regional delegation management costs in 2005 will be covered from the Federation Secretariat core budget which is a practice from previous years. The table below shows the revised appeal figures and current financial situation: income received, operational expenses, and balance. Total income includes the balance from the year 2004, pledges that have been paid and hard pledges.

The available funds have bee n utilized to address vulnerabilities through health, disaster management, organizational development and humanitarian values programmes.

The events in Kyrgyzstan and Uzbekistan in spring have revealed serious challenges for the national Red Crescent societies as they seek to implement their humanitarian mission in time of conflicts. The change of government in Kyrgyzstan in March 2005 strained the social and economic situation in the country. For that reason Kyrgyzstan Red Crescent undertook additional activities - food distribution programme - in response to changed realities affecting the capacities of vulnerable population.

After the social unrest in Uzbekistan in May and the following events on the Kyrgyz-Uzbek border, Kyrgyzstan Red Crescent acted in close cooperation with the governmental emergency and health structures in assisting Uzbek refugees. Uzbekistan Red Crescent supported the affected region by providing medical supplies from stocks to state health authorities.

Although immediate medical and relief assistance was directed to the victims of the social calamities, access to people in need was limited.
