The Zaatari Office for Employment (ZOE) is operated by SRAD, UNHCR, ILO, and the Ministry of Labor. It facilitates access for Zaatari residents to formal employment opportunities outside the camp, and puts in place a mechanism for refugee work permit holders to move in and out of Zaatari using their work permits.
