The Zaatari Office for Employment (ZOE) is operated by the Syrian Refugees Affairs Directorate (SRAD), the Ministry of Labor, UNHCR (UN Refugee Agency), and the International Labour Organization. It facilitates access to formal employment outside the camp through issuing work permits (WP).
