This report is produced by the Basic Needs Sector Working Group in Jordan in response to the Syria crisis. It shows progresses in project implementation and funding status during the reporting period. It summarizes achievement and challenges and highlights foreseen needs for the next quarter. Key achievements

• By the 3rd quarter of 2019 USD 11,439,525 was provided in basic needs (social transfer) monthly assistance to vulnerable individuals who live outside of camps under the Refugee pillar.

• The Winter Task force, an interagency group developing standards for the 2019-2020 winter assistance program, began meeting in August 2019.

• More than 84,000 cases who live outside of camps were identified as eligible for Winterization Assistance using the Vulnerability Assessment poverty scoring.

Challenges faced during the reporting period

• Failure to meet sector’s fund requirements under the refugee pillar in 2019 is the main challenge, with X% of a funding gap.

• By the end of the 3rd quarter, the Jordan Humanitarian Fund had still not identified a pool of funding for winter assistance. Few other agencies and organizations had identified funding. Early identification of funding is critical for a timely response to winter needs
