HIGHLIGHTS

  • IOM is co-leading shelter coordination in Jamaica, Haiti and Cuba, supporting national and regional authorities with emergency shelter management, NFI distribution, and earlyrecovery planning.
  • The CDEMA Rapid Needs Assessment Team (RNAT) includes an IOM shelter specialist, and began field assessments in Jamaica on 1 November, working with the Office of Disaster Preparedness and Emergency Management (ODPEM) and the Planning Institute of Jamaica (PIOJ), to inform post-disaster needs assessments.
  • Across the Caribbean, IOM and partners are mobilizing regional shelter and NFI stocks from the CDEMA/WFP logistics hub in Barbados to support national responses in Jamaica, Cuba, Haiti, and the Dominican Republic.

CARIBBEAN SITUATION OVERVIEW

Hurricane Melissa has moved out of the Caribbean region, leaving extensive humanitarian and infrastructure impacts across Jamaica Cuba, Haiti, the Dominican Republic, and to a lesser extent, The Bahamas. While no further tropical storm warnings remain in effect, flooding, debris, and power outages continue to restrict access to several areas. National authorities, supported by CDEMA, the UN system, and humanitarian partners, have transitioned from emergency response to early recovery operations, focusing on restoring basic services, clearing debris, and conducting rapid needs assessments.

Regional impact figures are still being verified by national disaster offices and CDEMA, however the World Food Programme (WFP) estimates that close to 6 million people across Jamaica, Cuba, and Haiti have been affected. Coordination among governments, regional frameworks, and UN agencies is ongoing to assess and prioritize early recovery interventions. IOM, as part of the regional response, continues to support national authorities with shelter coordination, and mobilization of non-food items (NFIs) from the regional logistics hub in Barbados and other donors to address the most urgent humanitarian needs.
