I. Introduction

1. At its 2nd plenary meeting, on 18 September 2009, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its sixty-fourth session the item entitled "Report of the United Nations High Commissioner for Refugees, questions relating to refugees, returnees and displaced persons and humanitarian questions" and to allocate it to the Third Committee.

2. The Third Committee considered the item at its 38th to 41st and 46th meetings, on 3, 10, 12 and 23 November 2009. An account of the Committee's discussion is contained in the relevant summary records (A/C.3/64/SR.38-41 and 46).

3. For its consideration of the item, the Committee had before it the following documents:

(a) Report of the United Nations High Commissioner for Refugees;

(b) Report of the Executive Committee of the Programme of the United Nations High Commissioner for Refugees;

(c) Report of the Secretary-General on assistance to refugees, returnees and displaced persons in Africa ( A/64/330).

4. At the 38th meeting, on 3 November, the United Nations High Commissioner for Refugees made an introductory statement, and engaged in a dialogue with the representatives of Ethiopia, the Sudan, Finland, Yemen, Côte d'Ivoire, Cameroon, Australia, Zimbabwe, Serbia, China, Kenya, Egypt, Pakistan and Morocco (see A/C.3/64/SR.38).
