Humanitarian partners reported 12 access-related incidents during the third and fourth quarters of 2022 in seven districts within four Governorates, of which 25 per cent were in Al-Muqdadiya district within Diyala Governorate and 25 per cent in Al-Kaim district within Anbar Governorate. Roughly, 67 per cent of the reported incidents were categorized as administrative restrictions on humanitarian movement and were mostly resolved through coordination with local authorities.
As with quarter two, the number of reported humanitarian access incidents continue to decrease. The number of reported incidents in each of the third and fourth quarters of 2022 were approximately 88 per cent lower than the quarterly average of 2021. The decrease in reported access incidents reflects a general improvement in humanitarian access in Iraq, with only one reported incident comprised of interference in humanitarian activities.
METHODOLOGY
This snapshot is based on humanitarian partners' reports of access-related incidents and issues during a three-month period. Although the access snapshot indicates wider access dynamics encountered in central and northern governorates of Iraq, the snapshot does not present a comprehensive view of all access challenges, as access incidents are under-reported, and the snapshot only covers areas where organisations have been able to maintain a sustained humanitarian presence
