The humanitarian situation in Iraq has deteriorated substantially in the years since the 1991 Gulf War. International sanctions against the Iraqi regime have led to the collapse of the economy and over half of the country's population is now totally dependent on food rations distributed by the government under the UN Oil-for-Food program. As the possibility of another war draws closer, humanitarian agencies are preparing for the human cost of conflict, yet difficulties in obtaining access for assessment missions and preparedness activities and lack of funding have hampered and delayed these efforts.
Two million people may be internally displaced, leaving them in search of food and shelter, adding to the 1 million people who are already without homes. Refugees--as many as 1.5 million--could flee to neighboring nations. In the event of war, ten million Iraqis or 40% of the population may need immediate food aid. Some 5.2 million of those who may need immediate food aid are children younger than five or childbearing women or infant care. The potential costs of humanitarian assistance for just the first six months are likely to run as high as $800 million. The agencies listed below are planning to respond to the crisis either directly or through affiliated organizations. They will be providing assistance in Iraq or to Iraqi refugees in neighboring countries.
