Introduction

As foreign troops are withdrawing from Iraq1 and a new government is to be formed. Iraq finds itself entering a phase of transition. Attention is now turning to how the emerging Iraqi democracy and the future Iraqi government will be able to ensure longterm stability and sustainable recovery for the country. While there has been some improvement in the humanitarian conditions and security situation in Iraq over the past two years, these gains remain fragile and easily reversible.
