Key message

As many as 1 million people are estimated to remain beyond the reach of humanitarian aid, inside Mosul city and other areas still under IS control. The UN estimates that up to 750 000 people are to be directly affected by the conflict in Western Mosul.

There are currently 3.1 million internally displaced people (IDPs).
Over 260 000 Iraqis have been displaced since the beginning of Mosul military operations on 17 October 2016. Out of these, approximately 200 000 are still displaced, the majority of whom are living in camps in Ninewa.

During his visit to Iraq in March 2017, Commissioner Stylianides announced €42.5 million in additional humanitarian support to the country, as initial allocation for 2017. This brings to over EUR 309 million the total EU humanitarian assistance in Iraq, since 2015.

In addition to its financial and humanitarian advocacy efforts, the EU has supported, through the Civil Protection Mechanism, the delivery of 266 tons of in-kind aid (water/sanitation, health, shelter and NFIs items – winterisation), by seven EU Participating States (FI, AT, SE, FR, DE, DK, NO), with transport co-financed by the EU.

The European Union continues to call on all parties to the conflict to protect civilians and fully respect International Humanitarian Law (IHL), including the principle of distinction between civilians and combatants. The EU also advocate for facilitating access of fleeing civilians to safer ground and ensuring humane treatment and protection upon reception.
