Security
The bombing of the Italian headquarters in Nasiriya on 12 November left 19 dead and over 80 wounded. Additional precautionary measures have has been taken to tighten security in a number of areas in south-eastern Iraq.
United Nations
Talks are underway amongst UN agencies over the future strategy for UN operations in Iraq. Those taking part include UNICEF, the World Health Organisation, UNESCO and the UN High Commissioner for Refugees, along with headquarters staff from New York and Geneva. Discussions will focus on how best to continue the UN's work in health, education, food distribution and support for refugees.
Food
The Ministry of Trade announced that the November Public Distribution System (PDS) ration would include increased quantities of sugar, vegetable oil, pulses, milk, and weaning cereals, but a decrease of infant formula and detergent. November PDS distributions are reported to have begun throughout the country.
Electricity
Power generation was at 3,855MW on November 2. Scheduled maintenance continues at power plants across Iraq, resulting in a reduction of approximately 300MW from peak capacity. Demand remains relatively low as a result of cooler weather.
Syria and Turkey are now contributing power to Iraq's electricity grid.
Economy
The changeover to the new Iraqi currency continues on track, with approximately 34% of the 4.36 trillion dinars having been converted so far. The programme is expected to be completed by mid January 2004.
DFID NEWS Funding
DFID has now committed £209 million to humanitarian and reconstruction assistance in Iraq. A full list of DFID funding is attached.
The total UK Government commitment to humanitarian and reconstruction assistance in Iraq this financial year is £248 million, including Foreign and Commonwealth Office and Ministry of Defence non-military expenditure.
In advance of the Madrid Donors' Conference on Iraq, on 23-24 October, the Government announced that the UK would commit a further £296 million towards the reconstruction effort in Iraq up to March 2006, including £29 million which is our share of planned European Community spending on Iraq.
DFID currently provides 19% of European Community (EC) funding for Iraq. The EC commitment currently stands at €100 million. The Commission has proposed a further €200 million for the rest of 2003 and for 2004.
Staff Deployments To Iraq
DFID is currently deploying 28 members of staff in Iraq, including consultants on short-term contracts.
In Baghdad, DFID is providing a number of advisers to the Coalition Provisional Authority. These include the Director of Operations, and advisers focusing on food security, IDP/refugees, salary payments, statistics, gender and public works. They work in close liaison with Iraqi Ministries and administrators, the United Nations and other agencies.
In Basra, DFID advisers work with the Coalition Provisional Authority on economic management, infrastructure, legal affairs, press and public affairs, gender and civil governance; and a consultancy team has been established to support CPA projects.
DFID has also seconded a number of consultants to support UN agencies in Iraq and the region.
