Madrid Donors' Conference
At the Madrid Donors' Conference on Iraq, on 23-24 October, the UK will announce a total commitment to Iraq's reconstruction of £544 million, covering the three years from April 2003. £248 million of this is money already committed by DFID and other Government Departments, and £296 million will be for the period from now until March 2006. These figures include the UK share of proposed European Community spending, estimated at £38m.
This funding will not include costs of maintaining security in Iraq. Nor will it involve any reduction in DFID's planned development expenditure for low-income countries.
A substantial proportion of our funding is expected to be channelled through multi-lateral funding arrangements being established by the World Bank and the United Nations.
An NGO meeting, which was to be held on 22 October, will now be incorporated into the main agenda, in a Humanitarian Forum on the morning of 23 October.
World Bank and United Nations Joint Needs Assessment Report
The United Nations and the World Bank have published their joint Iraq Needs Assessment Report ahead of the Madrid Donors' Conference. It estimates that Iraq will need some $36 billion for reconstruction up to 2007, $9 billion of this in 2004.
The report covers a total of 14 sectors, including: health, education, employment creation, infrastructure, agriculture, water resources, private sector development and demining activities.
The report does not include the security and oil sectors, for which the Coalition Provisional Authority (CPA) estimates that an additional $12 billion will be required up to 2007, $7 billion of this in 2004. Other sectors outside the World Bank and UN Needs Assessment include environment, culture, human rights and religious affairs, for which the CPA estimates the needs to be about $7.5 billion over the four years.
UN Security Council Resolution
On 16 October the United Nations Security Council unanimously adopted resolution 1511, which outlines further the roles of the Iraqi Governing Council, the Coalition Provisional Authority, the United Nations and the rest of the international community in the effort to bring peace, stability and sovereign representative government to Iraq.
Amongst a number of provisions, it:
- recognises the Governing Council and Iraqi Ministers as the principle bodies of the Iraqi Interim Administration, and affirms that the administration of Iraq will progressively be undertaken by these bodies as they evolve;
- invites the Governing Council to provide by 15 December a timetable and programme for drafting a new constitution and holding democratic elections;
- requests the UN, as circumstances permit, to support this process;
- authorises the creation of a multinational force to contribute to the maintenance of security and stability in Iraq (the force would be under the command of the USA, which is requested to report to the Security Council on its progress);
- appeals to countries and the International Financial Institutions to strengthen their efforts to assist the people of Iraq, and urges the World Bank and IMF to take immediate steps to provide their full range of assistance to Iraq, working with the Governing Council and Iraqi ministries.

Electricity
On 6 October, power generation in Iraq reached a new post-war high of 4,518MW. Seven areas had full electricity service on 5 October: Baghdad, Mosul, Kirkuk, Karbala, Najaf, Hilla and Yunisilia. Some reduction in total supply is expected over the next few weeks as essential maintenance is carried out. At the same time, demand is expected to reduce as temperatures fall with the approach of winter.
Education
Schools in Al Basrah province that have not yet been rehabilitated have each been given an emergency grant of $500 by the UK military in Southern Iraq to help with the costs of immediate repairs.

Funding
DFID has now committed £209 million to humanitarian and reconstruction assistance in Iraq.
£20 million was recently allocated towards the restoration of essential services in southern Iraq. The assistance is expected to improve service delivery of power, water and fuel to over 5 million people. The money will be used for equipment and spare parts, including mobile generators, repairs and refurbishment of electrical, fuel and water pipelines.

£1 million remains uncommitted in DFID's current allocation of £210 million. A further £60 million has been set aside by the Chancellor for Departments to claim from HM Treasury in this financial year for humanitarian and reconstruction work in Iraq if required, some of which has already been allocated for support to the CPA.
DFID also provides 19% of European Community (EC) funding for Iraq. The EC commitment to Iraq currently stands at €100 million. The Commission has proposed a further €200 million for the rest of 2003 and for 2004.
Staff Deployments To Iraq
DFID is providing over 25 staff in Iraq, including consultants on short-term contracts.
In Baghdad, DFID is providing a number of advisers to the Coalition Provisional Authority. These include the Director of Operations, and advisers focusing on food security, IDP/refugees, salary payments, statistics, gender and public works. They work in close liaison with Iraqi administrators, the United Nations and other agencies.
In Basra, DFID advisers work with the Coalition Provisional Authority on economic management, infrastructure, legal affairs, press and public affairs, gender and civil governance; and a consultancy team has been established to support CPA projects. Other DFID staff are seconded to the UK military and humanitarian agencies.
DFID has also seconded a number of consultants to support UN agencies in Iraq and the region.
