Security

Security continues to be a serious concern, underlined by the death near Mosul on 5 September of British citizen, Ian Rimmel who was working for the NGO MAG (Mines Action Group).

Reconstruction Funding

The US Administration is requesting $20.3 billion supplemental funding in the 2004 US budget for security and reconstruction programmes in Iraq (in addition to military expenditure). The request includes $5 billion to rebuild the Iraqi security and justice system, $5.7 billion for electricity infrastructure, $3.7 billion for water supply and sanitation, $2.1 billion for oil infrastructure and $3.4 billion for other reconstruction work including in the health, housing and communications sectors. The request will be considered by the US Congress.

Electricity and Fuel

Work is continuing through the UN Development Programme (DFID funded) and Bechtel (US funded) to restore electricity generation and transmission capacity. DFID has just approved £20 million for essential infrastructure in the south of the country (see DFID news below).

The availability of fuel, particularly petrol, has continued to improve. But concerns remain over stocks of kerosene in the lead up towards winter. Diesel is still in short supply, but with work underway to increase local production, and initiation of imports, the situation is expected to improve steadily.

The first imports of around 8,000 tonnes of LPG (cooking gas) into the south has significantly reduced the supply shortage. Continued imports are likely to be required into 2004 until Iraq's own production capacity is fully restored.

Refugees

Refugee repatriation is currently on hold until the UN High Commission for Refugees resumes its operations in Iraq.

DFID NEWS

Funding

DFID has now committed £198 million to humanitarian and reconstruction assistance in Iraq.

£20 million was allocated last week towards the restoration of essential services in southern Iraq. The assistance is expected to improve service delivery of power, water and fuel to over 5 million people. The money will be used for equipment and spare parts, including mobile generators, repairs and refurbishment of electrical, fuel and water pipelines.

£12 million remains available in DFID's current allocation of £210 million. A further £60 million has been set aside by the Chancellor for Departments to claim from HM Treasury for humanitarian and reconstruction work in Iraq if required, some of which has already been allocated for support to the CPA.

DFID also provides 19% of European Community (EC) funding for Iraq. The total EC commitment to Iraq currently stands at €100 million.

Staff Deployments To Iraq

DFID is providing over 25 staff in Iraq, including consultants on short-term contracts.

In Baghdad, DFID is providing a number of advisers to the Coalition Provisional Authority. These include the Director of Operations, and advisers focusing on food security, IDP/refugees, salary payments, statistics, gender and public works. They work in close liaison with Iraqi administrators, the United Nations and other agencies.

In Basra, DFID advisers work with the Coalition Provisional Authority on economic management, legal affairs, press and public affairs, gender and civil governance; and a consultancy team has been established to support CPA projects. Other DFID staff are seconded to the UK military and humanitarian agencies.

DFID has also seconded a number of consultants to support UN agencies in Iraq and the region.
