Baherka camp was established in 2014 in response to the influx of Internally Displaced People (IDPs) from
Ninewa governorate. Currently, over 90 per cent of the families residing in Baherka originate from Ninewa,
while the remaining 10 per cent are residents from Al-Anbar, Kirkuk, Salah Al-Din, and Baghdad. Additionally,
the camp accommodates a small number of Palestinian refugee families.

KEY MESSAGES

  • All internally displaced persons (IDPs) residing in Baherka camp should have equal access to durable solutions and return assistance packages. The camp should only be closed after sustainable solutions have been identified and implemented for all residents.
  • Particular attention must be given to finding solutions for residents of Baherka camp who are unable to return to their Area of Origin—such as IDP families from Sinjar or Palestinian refugee families—and who also lack the socio-economic means to relocate to urban areas like Erbil.
  • Government counterparts (both GoI and KRG) should ensure clear communication to IDPs in camps on the range of durable solutions available to them as well as information on the accessibility of the IQD 4 million settlement grant for relocation to urban areas.
