This report is based on information provided
by SATKORLAK (Provincial Coordination Body for Disaster and IDPs Management,
Satlak Aceh Tenggara (District Coordination Body for Disaster and IDPs
Management), Department of Social Affairs (DINSOS), and Indonesian Red
Cross (PMI), IOM (International Organization for Migration) and media reports.
I. SITUATION
1. According to SATLAK PBP Aceh Tenggara (19 Oct.), heavy rains caused a flash flood and a number of landslides, inundating an area in 2 sub districts called Kecamatan Semadam and Kecamatan Bukit Tusam. Approximately 6 villages are reported to have been affected; Desa Simpang Semadam, Desa Semadam Awal, Desa Titi Pasir, Kebon Sere, Desa Semadam Asal, and Desa Suka Makmur.
2. The flood and landslide carrying mud inundated about 400-500 houses. SATLAK and DINSOS stated that about 1000 IDPs have been affected. 120-200 of the displaced have been evacuated to the nearest and safer areas. 5 evacuation spots are temporarily located in Alas Leuser Airposrt, Haji Syahadat Stadium, Mesjid Suka Makmur, Mesjid Titi Pasir and GOR Kutacane.
3. PMI reported that the disaster seriously injured 68 people while another 143 people are reported to have been slightly injured. The hospital Rumah Sakit Kota Haji Sahudin has been used to treat the injures. Another 2 local health posts (type D hospital) have been identified as being available in Sepadam, there are also 2 (two) Puskemas Simpang Semadam and Puskemas Bukit Besam available.
4. According to IOM (Oct 19, 13.00 pm), as of today the death toll was 5 (five) people although unconfirmed reports put the figure at up to 20. SATLAK confirmed at 17.00 pm that 4 died and 1 missing.
5. Process of evacuation is on going; SATLAK, District Military Commander, and PMI have deployed personnel to evacuate victims.
6. SATLAK reported that limited road access due to thick mud has created difficulties to quickly move the affected community from their houses.
7. No electricity and clean water in the affected villages.
8. SATKORLAK (provincial Coordination Body for Disaster and IDPs Management) reported that the road from Medan to Kutacane is open and accessible.
9. Communication using mobile phone was reported to be possible in the affected area. IOM has a staff member working in the area who has been able to provide reports back to Banda Aceh.
II. National Response
1. SATLAK PBP (19 Oct) reported that health post, watsan facilities and public kitchen have not been established in the evacuation spots. However, it is reported that there are 1 (one) hospital and 2 Puskemas available to assist the affected people.
2. District Military Commander has deployed personnel to evacuate the victims.
3. PMI has deployed 46 volunteers as well as 40 family tents.
4. SATKORLAK PBP Nanggroe Aceh Darusalam has available 6 mobile water treatment plants. IOM has offered to provide the necessary chemicals and trained personnel if it is found that the plants are needed.
III. Coordination
1. As soon as information became available on the extent of the displacement an interagency coordination meeting was convened at 09:30 this morning by the DASC. Representatives from UNICEF, WHO, UNHCR, UNDSS, IOM, WFP and DINSOS attended. Another meeting took place at 13:00 which also included IFRC, UNHAS and SATKORLAK. The meetings reviewed the situation, reported needs, and available resources. By the time of the 13:00 meeting Dinos Sosyal had provided a written request for the UN to join in an assessment of the affected area.
2. It was agreed to send two teams to the area to undertake a joint assessment. One team would depart by helicopter from Banda Aceh at 15:00 today, overnighting at Medan before proceeding to the affected area at approximately 08:00 (depending on weather conditions). Another team would also proceed by road at 06:00. The journey by road is estimated to be between 6 to 8 hours. It was also confirmed that the road was open. Two MOSS compliant vehicles based in Medan have been provided by WHO. WFP agreed to provide the necessary telecoms equipment and would be the focal point for the road convoy.
3. It was agreed that the next coordination meeting would take place at the UNORC compound 12.00 tomorrow 20/10.
IV. Response/Resources available
1. IFRC has already dispatched several trucks from Medan carrying 400 cooking sets, 400 family tents, 400 food parcel and 400 tarpaulins;
2. The UN/IOM/IFRC assessment teams will depart Medan tomorrow morning by helicopter (Mi-8) and road (two vehicles);
3. The team leader is Lloyd Cederstand from UNORC. The Governor of NAD and the Head of SATKORLAK have requested to be part of the assessment mission.
4. IOM has available several thousand bottles of drinking water as well as trucks for ground transportation.
5. WHO has available 10 water bladders with 5.000 liters capacity each along with emergency/surgical medical kits.
6. UNICEF has available 200 bladders with 108 kgs and 0.4m2 each, 100 large tents from Medan and 790 small tents.
7. UNHCR has available 500 tents, 500 jerrycans, 500 plastic sheets, 500 stoves, 500 laterns, 2000 blankets and 2000 plastic mats.
8. WFP has available 969 tons of rice, 1,927 tons of biscuits, 700 tons of canned fish, 6 tons of oil, and 3 tons of noodles.
V. Requirements for Assistance
1. Based on PMI's observation in the field, the immediate assistance needed by the displace persons include 5 large tents, 300 small tents, medical kits, cooking sets and food parcels for approx. 1000 families.
2. According to DINSOS and BUPATI (District Government) the most urgent needs are blankets, clothing, tents, and drinking water.
3. BUPATI informed that there is adequate stock of rice in the affected district.
