OCHA Situation Report No. 6
Indonesia (Western Java) - Earthquake and Tsunami
This report is based on information received from the UN Resident/Humanitarian Coordinator's Office in Jakarta, Indonesia.
I. SITUATION
1. According to the National Coordination Board for Disaster Management (BAKORNAS PB), the death toll stands at 547 dead, 465 injured, 323 missing and 51,541 displaced (Note: the breakdown of these figures will be provided in the next SITREP as clear information is not currently available).
2. The Provincial Coordinating Unit for Disaster Management (SATKORLAK PB) West Java reported that 43,241 IDPs in Ciamis District are scattered in 35 evacuation centers.

3. According to the West Java Department of Culture and Tourism, the tourism facilities in Pangandaran sub-district have sustained severe damage. Destroyed buildings include 63 hotels, 163 stores, 162 restaurants, and 68 houses. This number excludes some 600 street hawker stalls along the beach. According to the Central Data, Information and Statistics Department of Oceanography and Fisheries, 1,954 ships (10-30 gross ton) and 21 fish auction centers in West and Central Java are severely damaged. Total structural losses amount to IDR 154 billion.
4. According to the media, the Government considers the damage on infrastructures relatively small and has determined that the emergency response phase will last one week. This covers the evacuation of survivors and medical treatment for injured people.
II. NATIONAL RESPONSE
5. BAKORNAS PB has added IDR 250 million to the emergency response fund in the affected areas in West Java and Central Java provinces. In total, IDR one billion was channeled to both provinces.
6. As previously reported, 90 fishermen boats were damaged by the recent Tsunami. The District Disaster Management Committee (SATLAK PB) Purworejo District will assist fishermen who have lost their boats by providing compensation packages between IDR 100,000 - IDR 1 million per boat.
7. POSKO (Command posts) for disaster management in Tasikmalaya and Ciamis Districts of West Java Province have been receiving emergency relief items (inter alia, including food, drinking water, clothing, tents, and medicines) from neighboring districts, as well as from the Provincial Government and other organizations.
III. INTERNATIONAL RESPONSE
8. On 20 July, OCHA convened a coordination meeting in Pangandaran. Participants included UN agencies, NGOs, donors and the Indonesian Red Cross (PMI). Preliminarily, information exchange and follow up on the responses will be reported by agencies following specific clusters. These included Education, Child Protection, Water and Sanitation (UNICEF), Shelter (PMI), Health (WHO), and Food and Nutrition (WFP). The coordination meetings will be held on a daily basis at 09h30 at PMI's tent located in front of the Pangandaran POSKO (main Command post).
9. During the coordination meeting, the following updates were provided by participants:
a. AcF is providing water tanks, tarpaulins, water pumps and bamboo for temporary shelters in Legog Jawa and Masawah villages, Cimerak Sub-district, Ciamis District.
b. Air Putih, Cindelaras and INDOSAT are working together to provide media centre and free internet access at the central Posko in Pangandaran.
c. CRS is distributing family kits, tarpaulins, blankets, sarongs, kitchen utensils, and hygiene kits in Masawah, Legog Jawa, Penanjung and Cililian sub-districts in Ciamis.
d. Australian Aid International will distribute emergency shelter and hygiene kits in Pager Gunung and Cikembulan sub-districts, Ciamis District.
e. IMC is providing medical supplies and has deployed to Cijuland and Batu Karas sub-districts a medical team that consists of two medical doctors and four nurses.
f. Malteser International has deployed a mobile clinic and medical supplies to Pangandaran, Ciamis District.
g. In cooperation with the Department of Health and Public Works, UNICEF is providing hygiene kits and water bladders.
h. Hope Worldwide is providing ten MT of children's soup, five MT of medical supplies, one MT of hygiene kits, and water purification pills to Pangandaran, Cikalong and Cimerak sub-districts.
i. Tzy Chi Indonesia is providing blankets, biscuits, rice, tents, tarpaulins, instant noodles, and mineral water at POSKO SMP 2 Sukahurip and POSKO Bojong Karekes.
j. OXFAM is providing water tanks, water bladders, hygiene kits, mats, tarpaulins, lanterns, sarongs and kerosene in Purbahayu, Sukahurip and Cikembulan sub-districts, Ciamis District.
k. PMI and SATLAK have begun with the distribution of WFP's first arrival of supplies consisting of 2.3 MT of fortified noodles and 6.5 MT of fortified biscuits.
l. Several organizations are conducting assessments in the affected area, including Plan International, Relief International, and Save the Children.
10. As requested by the MOH and DHO, WHO will soon deploy mobile clinics to support the relief effort, as well as assign a technical officer and a disease surveillance expert. WHO's guidelines on tetanus treatment have been inserted into local standard operating procedures. WHO is also supporting the MOH plan for a measles campaign in affected areas.
a. UNICEF assistance to the affected area will arrive on 21 July. It consists of 24 water bladders, 200 tarpaulins, five large tents, 5,000 jerry cans, 1,000 hygiene kits and one basic emergency health kit.
b. UNFPA will send two staff on 21 July to undertake a very preliminary needs assessment on reproductive health needs of the affected communities. UNFPA will be working very closely with WHO.
c. JICA provided emergency relief items, consisting of 50 tents, 1,200 sleeping mats, 1,000 blankets, ten sets of water purifiers, 40 sets of plastic sheets (for tarpaulins), and 300 jerry cans, five water tanks (with capacity of 3,500 liters). These relief items, equivalent to USD 110,000, are scheduled to arrive in Pangandaran on 20 July and will be handed over by a JICA representative to the Secretary of Ciamis District.
IV. ASSISTANCE REQUESTED
11. According to BAKORNAS PB (19 July) the following emergency items are required: medical supplies, food, emergency tents, blankets, generators, evacuation kits and clean water. Psychosocial support is also requited. No formal request for international assistance has been received from the Government.
V. OTHER INFORMATION
12. An earthquake measuring 6.2 on Richter scale hit Sunda Strait on Wednesday 19 July at 17h57 local time. According to the Meteorology and Geophysics Agency, the epicentre of the earthquake was approximately 192 kilometers southwest of Jakarta City, at a depth of 48 km. The quake intensity in Jakarta and Merak (Banten District) was at III-IV MMI (Modified Mercally Intensity), and in Bogor and Depok at I-II MMI. There have been no reports on damages or casualties caused by this earthquake. According to SATKORLAK PB Banten on 20 July, the tremors caused panic among the population living in the coastline areas in Lebak, Pandeglang and Serang Districts. Some people fled from their homes to higher grounds, but returned back home the next morning.
