1. Introduction

The data presented in this report is based on findings made by eight monitoring teams in the districts of Banda Aceh, Pidie, Aceh Barat, Nagan Raya, Aceh Utara, Lhokseumawe, Aceh Timur and Langsa.

The project is a continuation of the Temporary Settlement Monitoring Mechanism (TSMM), which was carried out between July and November 2005, but contains more detailed data and is open for changes and requests from interested humanitarian actors. The data is intended at giving indications of pertaining needs in the visited settlements, with the hope that other humanitarian actors will take action to improve the overall living standards for the people living in these settlements.

The data in this particular report is findings and observations made by the teams during the first survey period (3-14 April 2006). Since the database for the project is under development and the data-entry has barely begun, there will be few points of statistics in this report. The project aims at releasing monthly reports on the developments in the various settlements. In cases of urgent needs in any of the settlements, the project aims at raising these issues locally with humanitarian actors.

The initial round of this survey has focused mainly on barracks and tented areas, although the long-term intention is to cover all settlements as described in the methodology (annex 8). As is mentioned above, the data in this survey is indicative and rests mainly on what the community leaders tell the surveyors.

The structure of this report is first and foremost built on geography and district divisions. Under every district there will be a short analysis of trends or a synopsis of major issues that appeared during the visit. Under every district there is a list of the visited settlements with reference to more detailed data in the annex. The last annex is a description of the methodology and definitions.

Some short comings

  • Very often some of the information requested is not available. In those cases there will be approximations or no answer at all. This is particularly the case for education related questions.
  • With regards to water and sanitation, number of units per settlement has not been included in this round of the survey. This will be included in the follow-up round, scheduled to start in the second half of May.
  • Transitional/temporary shelter registration was meant to aim at the IFRC transitional shelter program. However, due to the formulation of the question, the answers on these points tend to (rightly so) also include registration for shelter units in barracks (TLCs), which took place shortly after the tsunami. This can be interpreted to mean that there has been no later temporary/transitional shelter registration.
