Indonesia - Sumatera Earthquake

This report has been developed by HC/RC
Office in Indonesia concludes the information provided in the previous
situation reports issued by HC/RC Office, the latest report issued by National
Coordination Board for the Disaster Management (BAKORNAS PB) on 27 September
2007, and based on information provided by the Provincial Coordination
Unit for the Disaster Management (SATKORLAK PB) of Bengkulu and West Sumatera,
and District Coordination Unit for Disaster Management (SATLAK PB) Mentawai
Islands District.
SITUATION
1.The current death toll of the Sumatera earthquakes as of 27 September 2007 stands at 25 killed and 100 injured. The disaster affected approx. 27,000 persons in the West Sumatera Province (including 6,000 persons in Mentawai Islands Districts) and some 30,000 in the Bengkulu Province. According to BAKORNAS PB, most displaced people have returned home.
2. Extent of damage, reported by BAKORNAS PB on 27 September 2007, is as follows:

3. According to the National Development Planning Agency (BAPPENAS), the damage caused by the quakes in the three affected provinces is estimated at IDR 1.5 trillion (US$164 million). The Bengkulu Province has been worst affected by the earthquake.
NATIONAL RESPONSE
4. On 27 September, Vice President Jusuf Kalla led an inter-ministerial meeting in Jakarta to discuss rehabilitation and reconstruction in Bengkulu and West Sumatera Provinces. The meeting concluded:
- Emergency response phase in Bengkulu and West Sumatera is extended for one month until 26 October 2007. During this period, the Government will provide meal allowance for the IDPs in the amount of Rp.3,000/person/day and rice for the IDPs of 10 kg/person/month for a maximum of one month.
- The Government will apply Yogyakarta/Central Java model to support reconstruction effort. According to this model the government will provide Rp. 15 million for totally damaged houses, Rp.10 million for severely damaged houses, and Rp. 5 million for mildly damaged houses.
- NGOs and other international institutions willing to assist the rehabilitation and reconstruction work are encouraged to coordinate with the Government at the central or local level and to follow the follow the procedures outlined by the Government.
- BAKORNAS PB has been tasked with establishment of a team to assist the rehabilitation and reconstruction work and with coordination of standards and criteria for rehabilitation and reconstruction.
- In a response to the Sumatera Earthquake, the Government of Indonesia provided to-date one tonne of ready-to-eat food, one tonne of medicine, three tonnes of supplementary food for children under 5, 900 blankets, 310 family kits, 314 family tents, 38 platoon tents, 3,491 hygiene kits, 500 jerry cans, 837 mosquito nets, 806 sleeping mats, 3,000 school bags, stationeries, school uniforms, 1,352 storm lights, 500 kerosene stove, 30,000 writing books, 14,102 tarpaulins, 1,000 packages of medical supplies, and funds amounting to IDR 100 million (USD 10,000). The government has also mobilized heavy equipment, four airplanes, three helicopters, an ambulance, and 57 medical doctors to support relief efforts.
INTERNATIONAL RESPONSE
5. Relief supplies provided by government institutions and international agencies managed to address most urgent humanitarian needs. A number of UN agencies and NGOs continue to support government efforts during emergency and rehabilitation phases. The following table shows the amount of assistance delivered by a number of international agencies in response to the earthquake of 13 September 2007:
