This report has been developed by HC/RC Office in Indonesia based on information provided by National Coordination Board for the Disaster Management (BAKORNAS PB), Department of Health, Provincial Coordination Unit for the Disaster Management (SATKORLAK PB) of Bengkulu and West Sumatra, District Coordination Unit for the Disaster Management (SATLAK PB) Mentawai Islands, UN agencies, and NGOs.

SITUATION

1. SATKORLAK Bengkulu reported that the situation in Muko-Muko and Bengkulu Utara has slowly begun to return to normalcy. Economic activities are started and some people began to clean their damaged houses. But in few remote areas, assistance is yet to reach affected communities.

4. Department of Health reported a total of 459 damaged health facilities in the provinces of Bengkulu, West Sumatera and Jambi. Some details of damaged health facilities are as follows:

The other damaged facilities include houses for doctors and paramedics, district health offices, pharmacy warehouses and health education institution.

5. UN OCHA staff assessing the Mentawai Islands reported 542 severely damaged and 593 slightly damaged houses, 19 heavily damaged and 6 mildly damaged schools, 4 areas of roads collapsed and 6 bridges damaged.

6. Oxfam GB reported that the most urgent need in Bengkulu province is the emergency shelter. Local government, NGOs, and PMI have been distributing tarpaulins, however the need remains high.

NATIONAL RESPONSE

7. On 19 September 2007, the Department of Social Affairs sent 2,300 tarpaulins, and the Department of Education sent 3,000 school bags, stationery, school uniforms and 30,000 writing books from Jakarta to Bengkulu province by TNI plane.

8. PKPU, a national humanitarian foundation, manages four posts providing food and health assistance in remote areas of Bengkulu Utara and Bengkulu City. The posts are equipped with public kitchen and a prayer room.

9. Yakkum Emergency Unit (YEU) / Yayasan Kristen untuk Kesehatan Umum (YAKKUM) Rehabilitation Centre completed its assessment of the potentially disabled persons in Bengkulu province. It has finished its mobile clinic services as there is a sufficient number of medical personnel in the affected areas.

10. Kelopak, a local NGO, conducted damage and needs assessment along the coastline of Bengkulu province, including in Enggano Island. It is focusing on livelihood recovery for fishermen.

11. Obor Berkat Indonesia, a National NGO, treated 936 patients and distributed 600 family kits in Muko-Muko and Bengkulu Utara district, Bengkulu province, to-date.

INTERNATIONAL RESPONSES

12. CWS has begun distribution of 1,000 plastic mats, nylon ropes and tarpaulins in Pesisir Selatan district, West Sumatera province.

13. USAID will provide an additional US $ 200,000 to support emergency efforts. This contribution is in addition to a recent contribution of US$100,000. The additional assistance will be provided to Mercy Corps, CARE and SurfAid International to support emergency care and response activities already in progress, such as the provision of emergency shelters, hygiene and clean up kits, and safe water. These activities will now be expanded to cover additional villages which were not immediately known to have suffered damage. USAID is also assisting in the mobilization of emergency response units and medical personnel of the two NGOs – International Medical Corps and Ambulan 118 Emergency Ambulance Service.

14. ECHO is conducting assessment in Bengkulu province.

15. CARE distributed 1,500 tarpaulins, 1,500 jerry cans, 3,000 bottles of water purifier to 10 villages in Lubuk Pinang sub district. Another consignment of 2,000 tarpaulins, 1,500 jerry cans and 6,000 bottles of water purifier are on the way. CARE will target 5,500 households in Lubuk Pinang and Muko-Muko Utara sub district of Muko-Muko district, Bengkulu province.

16. MERCY Malaysia distributed 2,160 basic hygiene kits in six villages of Lubuk Pinang sub district, Muko-Muko district, Bengkulu province.

17. MSF Belgium provided mobile clinic and mental health services, sent 17,200 tarpaulins, 7,500 hygiene kits, 32,500 blankets and 1,500 cooking sets to Bengkulu, and deployed about 50 staff, including nine psychologists. In West Sumatera, it assessed the disaster affected areas. The NGO is planning to send staff and relief items to Mentawai Islands on 21 September afternoon.

18. Oxfam GB works with PKBH and Walhi, National NGOs, to distribute 15,000 tarpaulins and 5,000 sarongs. It has water equipment is ready for deployment, if needed.

19. Save the Children is to distribute 1,000 basic shelter kits, 2,000 hygiene kits, 7,500 mosquito nets and 58 school tents in Muko-Muko district, Bengkulu province.

20. The UN HC/RC Office in Jakarta continues to monitor the situation through direct contact with government and non-government institutions, as well as with the Indonesian Red Cross.

21. Amendment to the Situation Report No. 5: NZAID intends to provide SurfAid International with NZ$125,000 for emergency relief and longer term rehabilitation work in the Mentawai Islands.
