Provincial Updates

1. NATURAL DISASTERS

Floods

Jambi

According to Satkorlak PBP Jambi (11 Jan.) and PMI (14 Jan.), as the floodwater receded, the flood victims have returned homes and no one is currently living in the temporary shelters. The inundation has damaged 42,855 hectares of paddy-field. These losses may lead to food insecurity in future. The Department of Agriculture (13 Jan.) has agreed to provide 200 MT of paddy seeds.

According to Health Bureau (Dinas Kesehatan) Jambi (15 Jan.), the Department of Health has sent 48 MT of fortified food (porridge-milk formula) for children under 5 years old. The distribution of these foods will start on Thursday (15 Jan.). The Health Bureau of Jambi has also taken some precautionary measures to minimize the possible epidemic of malaria.

PMI informed on Wednesday (14 Jan.) that from 2 to 14 January PMI/IFRC distributed family kits to 4,338 HH in the affected areas.

In response to IFRC emergency appeal, the United States Government (2 Jan.) provided USD 150,000, through the U.S. Agency for International Development (USAID), for the flood victims in (mostly Jambi) Sumatra and Sulawesi. Meanwhile, from 10 to 12 January, one ECHO staff member undertook a needs assessment in Jambi.

Bandung

Kompas reported on Friday (16 Jan.) that floods, caused by heavy rains, hit Pamanukan sub-district, Subang district, West Java on Wednesday (15 Jan.). The floodwater inundated 3,992 houses, and 293 hectares of paddy field. Some 4,775 people were displaced. The floodwater level was between 30 cm to 100 cm.

Landslides

Kuningan, West Java

The Jakarta Post reported on Tuesday (13 Jan.) that landslides, caused by three-days of torrential rains, Selajambe sub-district, Kuningan district, West Java, on Monday (12 Jan.). According to SATLAK PBP Kuningan (15 Jan.), no casualties were reported, but the landslide damaged four houses and one bridge in Padaurip Village and cut the road to the affected area temporarily.

2. ACEH (Nanggroe Aceh Darussalam)

General Situation

Various local press reported that 1 civilian, 1 TNI soldier and 37 GAM members were killed as a result of violent incidents in Aceh province.

On Friday (9 Jan.), National Human Rights Commission (Komnasham) established a special envoy to investigate abuses against journalists working in Aceh province. Komnasham Deputy, Zoemrotin, stated that the team would not only investigate the death of RCTI TV reporter, Ersa Siregar, in December but also the death of TVRI cameraman in June and other journalists possibly trapped in the line of conflict.

Serambi Daily reported on Thursday (15 Jan.) that Aceh District Court on Wednesday (14 Jan.) rejected appeals of 5 former GAM negotiators for lighter sentencing after convicted to imprisonment for 11 to 15 years penitentiary. The negotiators expressed their commitment to continue their appeal to the National Supreme Court.

This week, the Indonesian Government has approved three UN international staff, of WHO, UNICEF and OCHA, to return to the province by issuing Blue Books under the supervision of Coordinating Ministry for People's Welfare. Meanwhile, officials from the Ministry for Political and Security Affairs visited UNPCO Aceh on Thursday (15 Jan.) to meet with UN agencies to discuss the current activities and assistance provided by the UN to support humanitarian relief in the province.

3. CENTRAL SULAWESI

General Situation

Jakarta Post reported on Wednesday (14 Jan.) that a Police Operation called "Sintuwu Maroso", which aimed at maintaining security in the troubled district of Poso, has been extended for another six months. The news was quoted from the Commander Operation and South Sulawesi Provincial Police Chief, Brig.Jen Taufik Ridha.

4. MALUKU

General Situation

A local newspaper, Info Baru, reported on Wednesday (14 Jan.) that on Monday (12 Jan.) a dozen of Indonesian Armed Forces (TNI) members from Yonif 731/Kaberesi, in Central Maluku district, smashed several windows of houses. This incident was resulted from a traffic accident that involved a friend of a TNI individual who used the motorcycle belonging to someone from Makariki village, Amahai sub district, Central Maluku district. No casualties ware reported.

A local newspaper, Siwalima, reported on Tuesday (13 Jan.) that the district court of Ambon city sentenced John Rea to 15 years in prison, for alleged involvement in an outlawed organization. The panel of judges, led by Kharilison Hariantaja, also sentenced another defendant, Malukan Yosep Lesnusa, to two years and six months and other six defendants to 13 years for the same offence.

5. NORTH MALUKU

6. PAPUA

General Situation

Jakarta Post reported on Saturday (10 Jan.) that an ad hoc team, with the National Commission on Human Rights (Komnasham), started their work in Papua, in order to probe alleged gross human rights violations in the province.

7. WEST TIMOR

General Situation

This week, two buildings in Kupang city received bomb threats. A Public Junior School 2 received one in the afternoon, while the office of Head of Kupang District received the other at night. After a complete search, Police did not find any bomb.

Jakarta Post reported on Tuesday (13 Jan.) that fire razed the biggest traditional market in Kupang on Monday (12 Jan.). No casualties were reported, but at least 2 people were seriously injured. Mayor of Kupang district, Mr. SK Lerik, informed that his office will provide assistance to the victims, however he did not give any details.

DETAILS OF ASSISTANCE PROVIDED

1. ACEH

Health

Serambi Daily reported on Thursday (15 Jan.) that a primary health centre (Puskesmas) in Arongan Lambelek sub-district, West Aceh was torched by alleged GAM members due to the suspicion that it would be used as a military post. The local clinic had been abandoned by the government aid workers for the past three months.

Others

On Tuesday (13 Jan.), UNICEF conducted a preparatory meeting for Acehnese Children Jamboree scheduled for February 2004 to support children's psychosocial activities in Aceh. The meeting was attended by the Provincial Education and Health Departments, the Mental Hospital, Muhammadiyah youth representatives, as well as LNGOs, such as National Children's Charity (YAB), Rehabilitation Action for Tortured Victims in Aceh (RATA) and Women Volunteers for Humanity (RPuK). UNICEF has allocated US$100,000 to support psychosocial activities in the province.

2. CENTRAL SULAWESI

Water and Sanitation

CARE continued its building material distribution for the construction of latrine and water systems in North Pamona, Lage, Tojo and Poso Pesisir sub-districts.

Education

Mercy Corps distributed school materials (tables and chairs) on Monday (12 Jan.) to SDN Tongko and SDN Toyado in Lage Sub-district. The assistance benefited 135 students.

On Tuesday (13 Jan.), Mercy Corps through its local partner, Yayasan Bina Lingkungan, distributed school supplies (school uniforms, shoes, books, school bags, chairs and tables) to SDN Madale in Poso Kota Sub-district. Some 48 students benefited from the assistance.

Economic Recovery and Infrastructure

On Friday (9 Jan.), Mercy Corps through its local partner, LKM Multi Harapan, distributed soft credit to small traders in Mapane Market in Poso Kota Sub-district. Some 99 people benefited from the assistance.

Mercy Corps funded a music show on Saturday (10 Jan.) for its Peace Building programme. The music show was organised by a committee from UNISIMAR University, a local university in Poso. The event was attended by 26 music bands and 900 audience.

Others

On Wednesday (14 Jan.), Mercy Corps funded three LNGOs, LKM Berdikari, Yayasan Sejati, Yayasan Bina Bangsa Mandiri (YB2M) for training on small credit management in Yogyakarta, as part of its capacity building programme. A total of 5 persons participated in the training.

3. MALUKU

Assessment

Mercy Corps together with a local partner, Yayasan Maluku Membangun, conducted pre-monitoring of school text book distribution in Haruku Island, Central Maluku district. They also monitored a fishery project implemented by Yayasan Learisa Kayeli.

Deputy Resident Representative of UNDP Indonesia, accompanied by Head of Conflict Prevention and Recovery Unit and Head of Community Initiative Unit, visited Ambon Island for meeting with provincial authorities and NGO implementing partners and conducted a field visit to project sites to have direct discussion with the local community.

Health

UNICEF, in collaboration with the Provincial Health Department, conducted a workshop on clinical management on AIDS' cases. The event was attended by 40 participants, mainly medical doctors and nurses, including those from the TNI and Police.

Education

SCUK conducted a workshop for teachers in "Active Learning Methodology" in Ambon Island during the week. Meanwhile on Haruku Island, Central Maluku district, SCUK facilitated focus group discussion with children and adults respectively in several Moslem schools.

4. NORTH MALUKU

Assessment

CARDI accompanied its board members from Norwegian Refugee Council (NRC) and Danish Refugee Council (DRC) to the field visits to CARDI project sites in Halmahera from 14 to 16 January.

Education

WVI conducted a follow-up training of Active-Joyful and Effective Learning (AJEL) for teachers in Tagano Elementary School in Malifut sub-district and Kao Elementary School in Kao sub-district from 12 to 15 January and on 15 January in Muhammadiyah Togawa Elementary School in Galela sub-district.

Under its magazine programme, WVI conducted a training session for headmasters of Elementary Schools in Tobelo, Galela, Kao and Malifut sub-districts of North Halmahera district from 13 to 16 January.

SC UK continued the process of collecting and collating local stories in Kao and Malifut sub-district for its Local Story Book for Children programme.

SC UK Education team in Jailolo visited 9 targeted schools in Ibu and Sahu sub-district of West Halmahera district for updating the school data and making final arrangement the for extension of Focus Group Discussion (FGD) in these schools in January.

Economic Recovery and Infrastructure

Under its Credit Union programme, CORDAID conducted Basic Training for its staff in Kao and Malifut sub-district of North Halmahera district from 15 to 20 January.

CORDAID started a pre-selection of proposal and proposal development for the community infrastructure in 26 villages in Bacan Island and 20 villages in East Gane sub-district of South Halmahera district under UNDP/UNOPS project from 10 January.

Under the UNDP/UNOPS programme, WVI used Planning, Learning and Action (PLA) method to identify obstacles related to public infrastructure in several villages (Sasur, Tomabaru, Doro) in Malifut sub-district and Pediwang village in Kao sub-district of North Halmahera district from 12 to 13 January.

From 9 to 15 January, WVI used Planning, Learning and Action (PLA) method to develop a proposal for Public Infrastructure Project funded by UNDP/UNOPS in several villages (Tahane, Talapao, Samsuna, Ngofakiaha) of Kao sub-district, South Morotai and North Morotai sub-districts of North Halmahera district.

Under its Public Infrastructure project, funded by UNDP/UNOPS, CARDI conducted Participatory Rural Appraisal (PRA) and Community Organising Training with by a local NGO from Yogyakarta, INSIST, from 12 to 16 January.

From 10 to 17 January, CARDI conducted a monitoring visit for its Community Rehabilitation Initiative (CRI) programme to East Gane sub-district of South Halmahera district.

5. PAPUA

Health

A local newspaper, Cendrawasih Pos, reported on Thursday (15 Jan.) that with support from UNICEF, Jayapura Health District Office held a training event called "Management Terpadu Balita Sakit" (Integrated Management of health treatment for children under five). The event was attended by 20 midwives from 20 villages in Jayapura.

6. WEST TIMOR

Assessment

A local newspaper, Pos Kupang, reported on 12-16 January that Central Indonesian Red Cross (PMI) and ICRC plan to conduct an assessment in all camps of ex-refugees from Belu. They will look at several sectors, such as education, health and other daily needs.

Food Security and Agriculture

Radar Timor reported on Wednesday (14 Jan.) that WFP and UNHCR have agreed to replace the damaged rice. The rice was intended for ex-refugees in new settlement site. WFP through UNHCR will distribute 225 MT of rice.

Health

Pos Kupang quoted Head of Kupang city Health office, Paulus Wignyohadi, on Wednesday (14 Jan.) saying that they found many cases of dengue fever in Kupang. He urges people to take preventive measures by cleaning-up where they live.

Education

Radar Timor reported on Tuesday (13 Jan.) that Belu district Education office plans to start activities at resettlement schools by the end of January. Currently, a registration of students from primary, junior and senior hight school is being conducted in the resettlement locations.

Others

Church World Service (CWS) on 13-14 January conducted a workshop on flood prevention in SoE, TTS district. The workshop was conducted to prevent floods using "Konsep Pendekatan Wilayah" (an approach to be adopted according to the situation of each pertinent area)

Pos Kupang reported on Saturday (10 Jan.) that the Tulamalai refugee camp in Atambua city (the biggest ex-refugee camp), Belu district is now empty. 1,182 persons (260 families) have left the camp and settled in the resettlement site at Manleten, East Tasifeto sub-district. This resettlement site was built with the funds from UNHCR and the European Union.
