Operational Summary: Following assessment, and to address the emergency needs of the 25,000 flood victims- mostly in Jambi (main focus area), Palembang, Riau and south Sulawesi; an international appeal has been launched on the 1st January 2004; as requested by the Indonesian Red Cross (PMI). With funds from DREF and continuous donor support, the relief operation has begun as planned meeting the emergency needs of people affected by the floods.
Operational developments
Coordination
At the field level, close coordination is ongoing between local government units SATKORLAK /SATLAK (Provincial/District Disaster Management & Coordination Committee) and the PMI/Federation team in conducting beneficiary registration, receiving goods, local warehousing and transportation. A high level coordination meeting, chaired by Assistant Governor of Jambi was held at Jambi city on 5 January between SATKORLAK, local government health and social welfare units, PMI representatives (from national/provincial and district level), and the Federation disaster management (DM) delegate discussed the modalities of the emergency operation, problems encountered so far and collaboration possibilities on further action. The coordination committee called for urgent action on the food and a food security assessment as a possible food crisis is expected in the post-emergency period as thousand hectares of paddy field/cash crops were completely destroyed. Later in a separate coordination, meeting organised by the World Food Programme, on 6 January, operational updates, field findings and problems, and appeal contribution status were shared by the DM delegate with all UN agencies, USAID, AusAID and international NGO representatives at national level.

Province Riau: As per the final assessment and the result of coordination with local government units, 840 families have been served under baby food distribution programme. More than 1,000 families have already received emergency medicine and medic al service. Under the coordination with local government health unit, the medical programme is still ongoing in Pekan Baru district.
Province South Sulawesi: The most vulnerable 100 families have been covered under emergency food distribution (rice and instant noodles) with a further 1,000 families supplied with required medicines and medical service.
Province Palembang:
Survey is ongoing to provide household and hygiene materials under emergency family kits distribution for 1,000 families.
Conclusion
Logistics remains a significant challenge for the response team at the field level. All emergency relief items for 4,338 families were expected to reach by Monday 5 January on the affected sites by the chartered cargo flights. Due to the shortage of availa ble aircraft, only 2,072 family relief items have been able to be transferred from Surabaya to Jambi on 6 January. The rest of the emergency items for 2,266 families are planned to be delivered by 9 January 2004. The response to the emergency appeal by donors has been extremely positive with a number of soft pledges already received by the delegation.
