UNDP/DHA RESIDENT REPRESENTATIVE REPORTS AS FOLLOWS:

SITUATION AND NATIONAL RESPONSE

1.FOLLOWING AN ON-SITE ASSESSMENT IN ACEH AND CENTRAL SULAWESI PROVINCES, BAKORNAS PB (NATIONAL COORDINATING BOARD FOR DISASTER MANAGEMENT) AND MINISTRY OF SOCIAL AFFAIRS PROVIDED AN UPDATE ON THE SITUATION.

ACEH - FLOODS

2.CONTINUOUS RAINFALL FROM 28 DECEMBER 95 TO 2 JANUARY 96 CAUSED THE WORST FLOODS SINCE 1926 IN EAST ACEH AND SINCE 1933 IN NORTH ACEH, SUMATRA.

3.THE FLOODS AFFECTED 40,200 HOUSEHOLDS IN 24 SUB-DISTRICTS OF EAST AND NORTH ACEH. 18 PERSONS WERE KILLED, WITH 10 SEVERELY AND 472 SLIGHTLY INJURED. 5,766 HOUSES WERE DAMAGED AND 24,675 PERSONS EVACUATED. DAMAGE TO PUBLIC BUILDINGS (35 MOSQUES, 434 SCHOOL BUILDINGS AND 49 COMMUNITY HEALTH CENTRES), THE ROAD SYSTEM (2 BRIDGES, 4,300 KM OF STATE, PROVINCIAL AND COMMUNITY ROADS), RICE PADDY FIELDS AND SEEDS, AND LOSS OF LIVESTOCK ARE REPORTED. TOTAL LOSSES ARE ESTIMATED AT USD 50 MILLION.

4.MINISTRY OF SOCIAL AFFAIRS PROVIDED FOOD AID FOR THE FIRST 10 EMERGENCY DAYS. ARMED FORCES REPLACED DESTROYED BRIDGE AND SET UP COMMUNAL KITCHENS. AUTHORITIES AND BUSINESS COMMUNITY ASSISTED WITH FOOD, MEDICINES, CLOTHES, KITCHEN UTENSILS AND OTHER ITEMS.

CENTRAL SULAWESI - EARTHQUAKE

5.AS OF 5 JANUARY, A DEATH TOLL OF 8, WITH 1 PERSON MISSING, IS REPORTED. 189 HOUSES, 15 CLASSROOMS, 17 OTHER PUBLIC BUILDINGS AND 2 BRIDGES WERE DAMAGED. THE LOCAL OFFICE OF PUBLIC WORKS ESTIMATES DAMAGE TO BUILDINGS AT APPROXIMATELY USD 1.2 MILLION.

6.RELIEF ASSISTANCE TO THE AREA INCLUDED CASH, FOOD, BLANKETS, CLOTHING AND CLEAN WATER.

COUNTRY-LEVEL INTERNATIONAL RESPONSE

7.THE UNDP/DHA RESIDENT REPRESENTATIVE CONVENED A MEETING WITH THE INTERNATIONAL COMMUNITY ON 10 JANUARY. BAKORNAS PB AND THE MINISTRY OF SOCIAL AFFAIRS BRIEFED PARTICIPANTS ON THE TWO DISASTERS.

8.NEEDS FOR ASSISTANCE TO ACEH AND SULAWESI PROVINCES WERE EXPRESSED. THE NEEDS OF ACEH FLOOD VICTIMS ARE CONSIDERED MORE URGENT AS 80 % OF THE AFFECTED POPULATION HAS A LOW INCOME AND SUFFERS FROM LOSSES TO SUBSISTENCE AGRICULTURE, ANIMAL HUSBANDRY AND PERSONAL BELONGINGS. FOLLOWING PRIORITIES WERE IDENTIFIED (BUT NOT QUANTIFIED): FOOD, CLOTHES, PLASTIC JARS (FOR RELIEF), EDUCATIONAL MATERIALS, AGRICULTURAL EQUIPMENT AND SUPPLIES (FOR REHABILITATION). TENTS, MEDICINES AND BUILDING MATERIALS ARE ALSO REQUIRED.

9.DHA IS PREPARED TO SERVE AS A CHANNEL FOR CASH CONTRIBUTIONS. FUNDS ARE SPENT IN COORDINATION WITH RELEVANT ORGANIZATIONS OF THE UN SYSTEM, AND DHA PROVIDES DONOR GOVERNMENTS WITH A WRITTEN CONFIRMATION OF THE UTILIZATION OF THE FUNDS CONTRIBUTED.

10.TRANSFER OF FUNDS SHOULD BE MADE TO DHA ACCOUNT NO. CO-590.160.1 AT THE SWISS BANK CORPORATION, CASE POSTALE 2770, CH 1211 GENEVA 2 WITH THE FOLLOWING REFERENCE: INDONESIA - FLOODS, DHA GENEVA.

11.CONTRIBUTIONS USD
