1. AT 00.08 HRS LOCAL TIME, 16 FEBRUARY 1994, (GMT: 17.08 HRS, 15 FEBRUARY), AN EARTHQUAKE MEASURED BY UNITED STATES GEOLOGICAL SURVEY AT 7.2 ON RICHTER SCALE OCCURRED IN LAMPUNG PROVINCE,
INDONESIA (HYPOCENTRE: LATITUDE 5.2 DEGREES SOUTH, LONGITUDE 104.7 DEGREES EAST) APPROXIMATELY 60 KM WEST NORTH WEST OF PROVINCIAL CAPITAL TELUKBETUNG.

2. DHA IS IN CLOSE CONTACT WITH UNITED NATIONS RESIDENT COORDINATOR IN INDONESIA FOR INFORMATION ON POSSIBLE CASUALTIES AND DAMAGE. DHA IS ALSO LIAISING WITH INTERNATIONAL RELIEF TEAMS THROUGH INSARAG NETWORK.

3. INITIAL REPORT FROM OFFICAL SOURCES INDICATES A DEATH TOLL OF 7 WITH 250 INJURED. HOUSES AND GOVERNMENT BUILDINGS DAMAGED IN WESTERN PART OF LAMPUNG PROVINCE.

4. LOCAL AND PROVINCIAL EMERGENCY SERVICES ARE RESPONDING TO THE EMERGENCY.

5. NO REQUEST FOR INTERNATIONAL ASSISTANCE HAS BEEN RECEIVED BY DHA.

SITUATION

1.UN/DHA RESIDENT REPRESENTATIVE PROVIDES FOLLOWING UPDATE ON THE IMPACT OF THE EARTHQUAKE THAT HIT LAMPUNG, SOUTH SUMATRA ON 16 FEBRUARY 1994.

2.INSTITUTE OF METEOROLOGY AND GEOPHYSICS IN JAKARTA INDICATES: DATE OF OCCURRENCE: 00.07 LOCAL TIME, EPICENTRE: LATITUDE 6.72 DEGREES SOUTH, LONGITUDE 102.93 DEGREES EAST IN THE INDIAN OCEAN 450 KM SOUTHWEST OF JAKARTA, DEPTH 58 KM, MAGNITUDE 6.5 RICHTER SCALE. IN JAKARTA THE EARTHQUAKE WAS FELT AT II INTENSITY ON MODIFIED MERCALLI SCALE, AND III TO IV IN BENGKULU.

3.AS OF 16 FEBRUARY 14.00 HRS LOCAL TIME (07.00 HRS GMT), GOVERNOR OFFICE IN PROVINCIAL CAPITAL BANDAR LAMPUNG REPORTS 122 PEOPLE DEAD, 300 SERIOUSLY AND 500 LIGHTLY INJURED. 135 HOUSES
TOTALLY DESTROYED. 75 PER CENT OF ALL HOUSES AND GOVERNMENT BUILDINGS IN LIWA, CAPITAL OF WESTERN LAMPUNG DISTRICT, DAMAGED. TOTAL POPULATION OF THIS HILLY AND MOUNTAINOUS DISTRICT
APPROX. 396,000. POPULATION IN LIWA ESTIMATED AT 100,000. THE EARTHQUAKE TRIGGERED LANDSLIDES AND DISRUPTED TRANSPORT AND COMMUNICATIONS WITH RURAL AREAS.

4. LOCAL AND PROVINCIAL EMERGENCY SERVICES PROVIDING SEARCH AND RESCUE AND RELIEF ASSISTANCE TO DISASTER VICTIMS. GOVERNMENT AUTHORITIES INDICATED THAT THERE IS NO NEED FOR INTERNATIONAL SEARCH AND RESCUE TEAMS AND HAVE, SO FAR, NOT REQUESTED ANY INTERNATIONAL ASSISTANCE.

SITUATION

1.UN/DHA RESIDENT COORDINATOR IN JAKARTA INFORMS THAT THE LATEST FIGURES OF CASUALTIES AS PER 17 FEBRUARY 1994, 13.00 HRS LOCAL TIME (06.00 HRS GMT) ARE: 154 PERSONS DEAD, 450 SEVERELY
INJURED, 554 LIGHTLY INJURED. THESE FIGURES ARE MOSTLY FROM THE DISTRICT CAPITAL LIWA. THERE MIGHT BE ADDITIONAL CASUALTIES IN OTHER AREAS IN WEST LAMPUNG, WHERE IT WAS UP TO NOW IMPOSSIBLE TO ASSESS THE DISASTER IMPACT.

NATIONAL RESPONSE

2.THE MAIN ROAD TO LIWA WHICH WAS DAMAGED AND BLOCKED BY LANDSLIDES, HAMPERING THE DELIVERY OF EMERGENCY RELIEF, WILL BE REPAIRED AND CLEARED TODAY. EMERGENCY FOOD SUPPLIES MADE AVAILABLE BY THE LOCAL AUTHORITIES AND SOCIAL WELFARE PROVINCIAL OFFICE. HELICOPTERS PROVIDED BY NATIONAL SEARCH AND RESCUE AGENCY OF INDONESIA AND ARMED FORCES TAKING PART IN THE EVACUATION OF SEVERELY INJURED PERSONS TO HOSPITALS IN THE PROVINCIAL CAPITAL. PROVINCIAL AUTHORITIES INDICATED THAT TENTS, MEDICINES AND FOOD SUPPLIES ARE URGENTLY REQUIRED FOR THE
EMERGENCY PERIOD.

3.THE MINISTER COORDINATOR FOR PEOPLE'S WELFARE/CHAIRMAN OF INDONESIAN NATIONAL DISASTER COORDINATING BOARD (BAKORNAS PB) AND THE MINISTER FOR SOCIAL AFFAIRS WILL VISIT THE AFFECTED AREA ON 18 FEBRUARY 1994. ALTHOUGH THE INDONESIAN GOVERNMENT HAS, SO FAR, NOT MADE AN APPEAL FOR INTERNATIONAL ASSISTANCE, IT WELCOMES FOREIGN CONTRIBUTIONS FOR SUPPORT TO THE DISASTER
VICTIMS.

INTERNATIONAL RESPONSE

4.UN/DHA RESIDENT COORDINATOR IN JAKARTA ALERTED UN DISASTER MANAGEMENT TEAM (UN-DMT) TO BE READY FOR IMMEDIATE ACTION, AS AND WHEN REQUIRED. ARRANGEMENTS UNDER WAY FOR LOCAL PURCHASE OF RELIEF SUPPLIES FROM DHA EMERGENCY AND AUSTRIAN CASH GRANTS. IFRC DISPATCHED ASSESSMENT MISSION FROM REGIONAL OFFICE IN KUALA LUMPUR. USAID ALSO SENDING AN EXPERT TO THE DISASTER AREA.

5.DHA RECOMMENDS CASH CONTRIBUTIONS AS MOST APPROPRIATE AND INVITES DONORS TO CHANNEL FUNDS THROUGH DHA FOR IMMEDIATE RELIEF ASSISTANCE TO THE AFFECTED POPULATION. TRANSFER OF FUNDS SHOULD BE MADE TO DHA ACCOUNT NO. CO-590.160.1 AT THE SWISS BANK CORPORATION, CASE POSTALE 2770, CH 1211 GENEVA 2 WITH THE FOLLOWING REFERENCE: INDONESIA - LAMPUNG EARTHQUAKE, DHA GENEVA.

2.AFTERSHOCKS CONTINUING IN THE AFFECTED AREA. INFORMATION FROM ISOLATED SUB-DISTRICTS STILL SCANTY. IFRC AND USAID/OFDA ASSESSMENT TEAMS ARRIVED ON SITE.

1.UN/DHA RESIDENT COORDINATOR IN JAKARTA PROVIDES FINAL DATA ON LOCATION AND INTENSITY OF THE EARTHQUAKE RECEIVED FROM THE INDONESIAN INSTITUTE FOR METEOROLOGY AND GEOPHYSICS:

LOCATION: LATITUDE 5.0 DEGREES SOUTH
LONGITUDE 104.3 DEGREES EAST, I.E. 40 KM
SOUTHEAST OF DISTRICT CAPITAL LIWA, OR 105 KM
NORTHWEST OF PROVINCIAL CAPITAL BANDAR LAMPUNG
MAGNITUDE: 6.2 ON RICHTER SCALE
DEPTH: 33 KM.

2.EARTHQUAKE DAMAGE CONCENTRATED IN 35 KM RADIUS OF LIWA TOWN. WITHIN THE DISTRICT OF LIWA, POPULATIONS OF THREE SUB-DISTRICTS - BALIKBUKIT, BELALAU AND SUMBERJAYA - COMPRISING SOME 140,000 INHABITANTS ARE MOST AFFECTED. WITH ABOUT 8,000 HOUSES BEING DESTROYED OR DAMAGED, IFRC ESTIMATES THE DIRECTLY AFFECTED POPULATION AT 35,000 TO 40,000 PEOPLE.

3.SOME OF THE RELIEF REQUIREMENTS ISSUED BY THE GOVERNOR'S OFFICE IN BANDAR LAMPUNG ARE STILL VALID, ESPECIALLY CLOTHING, SPECIFIC KITCHEN/HOUSEHOLD APPLIANCES AND TEMPORARY SHELTER MATERIALS. IT IS, HOWEVER, EXPECTED THAT THE EMERGENCY PHASE WILL SOON COME TO AN END. IN SOME AREAS, REHABILITATION AND RECONSTRUCTION HAVE BEGUN.

4.THE UN DISASTER MANAGEMENT TEAM (UN-DMT) HELD A COORDINATION MEETING ON TUESDAY, 22 FEBRUARY 1994 WHICH WAS ATTENDED BY MANY MULTI/BILATERAL DONOR AGENCIES AND INTERNATIONAL NON-GOVERNMENTAL ORGANIZATIONS. THE UN-DMT WILL MAINTAIN CONTINUOUS CONTACT WITH THE LOCAL GOVERNMENT TO REVIEW RELIEF AS WELL AS REHABILIATION AND RECONSTRUCTION REQUIREMENTS.

SITUATION/IMPACT

1. UNDP/DHA REPRESENTATIVE VISITED LIWA DISTRICT ON 24 FEBRUARY AND OBSERVED FOLLOWING:

- MOST DISTRICT AUTHORITIES' AND SECTORAL AGENCIES' BUILDINGS WERE DAMAGED AND HAVE TO BE RECONSTRUCTED. DISTRICT CAPITAL MARKET AND MOST SCHOOLS DESTROYED. WATER FACILITIES DISRUPTED. MOST HOUSES TOTALLY/PARTIALLY DAMAGED. SOME PORTIONS OF MAIN ROAD CRACKED. NO MORE TREMORS REPORTED.

- PUBLIC KITCHEN SERVICES TERMINATED, BUT FOOD SUPPLIES STILL BEING DISTRIBUTED TO AFFECTED FAMILIES. PEOPLE STARTING TO CLEAR AND REHABILITATE SLIGHTLY DAMAGED HOUSES THROUGH GROUP SELF-HELP.

3. GOVT CONSIDERS RELIEF PHASE/REQUIREMENTS AS OVER AND IS GIVING PRIORITY TO REHABILITATION/RECONSTRUCTION OF HOUSING, SCHOOLS, MARKETS, MOSQUES. MINISTRY OF SOCIAL AFFAIRS RESPONSIBLE FOR REHABILITATION/RECONSTRUCTION OF HOUSING BY PROVIDING BUILDING MATERIALS. MINISTRY OF PUBLIC WORKS RESPONSIBLE FOR RECONSTRUCTION OF GOVT BUILDINGS, SCHOOLS, HEALTH CENTERS, MARKET, ROAD AND BRIDGES.

4. GOVERNOR HAS SO FAR RECEIVED RP. 6 BILLION IN CASH DONATIONS (EQUIVALENT TO USD 2,857,143) WHICH WILL BE SPENT JOINTLY WITH CENTRAL GOVT FOR REHABILITATION/RECONSTRUCTIION OF PHYSICAL
DAMAGE. THEREFORE, PROVINCIAL AUTHORITY SUGGESTS THAT FURTHER DONATIONS BE IN CASH OR BUILDING MATERIALS.
