1. ON DEC 12 1992, AT 05.29 A.M. UTC, AN EARTHQUAKE OCCURRED (LATITUDE 8.3 DEGREES SOUTH, LONGITUDE 122.0 DEGREES EAST) 80 KM NORTH/NORTHEAST OF ENDE, ISLAND FLORES. MAGNITUDE COMPUTED AT 7.5 ON RICHTER SCALE.

2. NO REPORTS YET ON POSSIBLE CASUALTIES/DAMAGE. UN RESIDENT COORDINATOR'S OFFICE IN CONTACT WITH AUTHORITIES CONCERNED.

1. MOST AFFECTED AREA IS TOWN OF MAUMERE (TOTAL POPULATION 70,000) ON NORTHERN COAST OF ISLAND FLORES. TIDAL WAVES HAVE FOLLOWED UPON EARTHQUAKE. RAINS MAKE CONDITIONS DIFFICULT.

2. UN RESIDENT COORDINATOR'S OFFICE IN CONTACT WITH GOVT INTERMINISTERIAL COMMITTEE RESPONSIBLE FOR MANAGEMENT OF NATURAL AND MAN-MADE DISASTERS.

3. FIGURES RELATED TO NUMBER OF DEAD VARY CONSIDERABLY. MASS MEDIA QUOTE MORE THAN 1,200 DEAD. NO FIGURE YET CONFIRMED BY GOVT.

SITUATION

1. INDONESIAN GOVT SENDING RESCUE AND RELIEF MISSIONS BY NAVY VESSEL TO DISASTER-STRICKEN FLORES ISLAND AND NEIGHBOURING SMALL ISLANDS WHERE SEVERAL VILLAGES WERE SEVERELY DAMAGED BY THE TSUNAMI.

2. NO OFFICIAL REQUEST FOR INTERNATIONAL ASSISTANCE HAS BEEN RECEIVED, HOWEVER INDONESIAN GOVT WELCOMES CASH AND IN-KIND CONTRIBUTIONS OF RELIEF MATERIALS. BLANKETS, TENTS AND MEDICINES ARE REQUIRED. DETAILS WILL BE PROVIDED IN NEXT SITREP(S).

3. NO REQUESTS FOR INTERNATIONAL SEARCH AND RESCUE TEAMS HAVE BEEN RECEIVED.

4. PROVISIONAL FIGURES INDICATE CASUALTY TOLL OF AT LEAST 1,500. ASSESSMENT OF DAMAGE UNDER WAY.

5. DHA-UNDRO IS GIVING USD 30,000 CASH EMERGENCY GRANT FOR LOCAL PURCHASE OF RELIEF SUPPLIES.

SITUATION

1. LATEST ESTIMATES INDICATE 1,576 DEAD (BREAKDOWN BY DISTRICT AS FOLLOWS: SIKKA 1,294, EAST FLORES 200, ENDE 73, NGADA 9). 194 PEOPLE WERE SEVERELY INJURED. DEATH TOLL EXPECTED TO RISE AS
DAMAGE ASSESSMENT IN ISLANDS OF BABI AND POMANA BESAR LOCATED IN FLORES SEA IS STILL UNDER WAY.

2. 90 PERCENT OF ALL HOUSES, SCHOOLS, GOVT OFFICES, MOSQUES AND CHURCHES IN DISTRICT OF SIKKA WERE DESTROYED. 27 BUILDINGS WERE REPORTED DAMAGED IN ENDE, 197 IN EAST FLORES AND 33 IN NGADA. ELECTRICITY AND COMMUNICATIONS WERE DISRUPTED. PORT OF MAUMERE TOTALLY DESTROYED BY TSUNAMI.

3. DUE TO ONSET OF RAINY SEASON, RELIEF ACTIVITIES BEING HINDERED, AND AFFECTED POPULATION IN NEED OF SHELTER. LOCAL AUTHORITIES MENTION NEED TO PROTECT PEOPLE FROM PNEUMONIA, RESPIRATORY DISEASES AND GASTROENTERITIS.

4. INDONESIAN INSTITUTE OF METEOROLOGY AND GEOPHYSICS INDICATED DEPTH OF EARTHQUAKE AT 36 KMS.

NATIONAL RESPONSE

5. LOCAL EMERGENCY RESPONSE BEING COORDINATED BY GOVERNOR OF FLORES AS MEMBER OF NATIONAL DISASTER MANAGEMENT COUNCIL. INDONESIAN AIR FORCE PROVIDING AIR TRANSPORTATION TO AFFECTED
AREAS. MINISTER COORDINATOR FOR PEOPLE'S WELFARE (AS CHAIRMAN OF NATIONAL DISASTER MANAGEMENT COUNCIL) VISITING AFFECTED AREA TO ASSESS DAMAGE AND HANDING OVER INITIAL GOVT ASSISTANCE TO LOCAL AUTHORITIES.

6. UN DMT MEETING WILL TAKE PLACE ON 15 DEC AND BE ATTENDED ALSO BY REPRESENTATIVES FROM BILATERAL DONOR AGENCIES AND GOVT FOCAL POINT.

EMERGENCY RELIEF NEEDS

7. SECRETARIAT OF NATIONAL DISASTER MANAGEMENT COUNCIL STATED THAT EMERGENCY RELIEF REQUIREMENTS WOULD BE MOSTLY FOOD, WATER PURIFICATION, TENTS, MEDICINES AND BLANKETS/CLOTHES, WHICH CAN ALL BE PURCHASED LOCALLY.

SITUATION

1. LATEST FIGURES SHOW 1,895 DEAD (BREAKDOWN BY DISTRICT: SIKKA 1,425, EAST FLORES 233, ENDE 228, NGADA 9), 490 INJURED (SIKKA 151, EAST FLORES 15, ENDE 318, NGADA 6). CASUALTIES ARE STILL EXPECTED TO RISE. REPORTS SAY THAT TSUNAMI WASHED 700 VILLAGERS AWAY FROM ISLAND OF BABI, AND A SEARCH FOR BODIES IS STILL UNDERWAY.

2. THERE HAVE BEEN SEVERAL SERIOUS AFTERSHOCKS, PEOPLE ARE STAYING OUTSIDE THEIR HOUSES FOR FEAR OF FURTHER DESTRUCTION. APPROXIMATLEY 250,000 PEOPLE (HALF IN DISTRICT OF SIKKA, HALF IN ENDE) EVACUATED/HOMELESS.

3. DAMAGE TO HOUSES/BUILDINGS BY DISTRICT IS AS FOLLOWS: SIKKA 10,200 HOUSES, 75 GOVT OFFICES, 40 SCHOOLS AND 20 MOSQUES/CHURCHES SEVERELY DAMAGED. EAST FLORES 22 HOUSES, 5 GOVT
OFFICES, 24 SCHOOLS, 14 MOSQUES/CHURCHES, 4 HEALTH CENTERS, 37 VILLAGE OFFICES AND 3 SCHOOL DORMITORIES SEVERELY DAMAGED. ENDE 5,125 HOUSES, 22 MOSQUES/CHURCHES, 58 SCHOOLS, 57 GOVT OFFICES, 10 STUDENT DORMITORIES AND 8 HOTELS DESTROYED. NGADA 97 HOUSES, 11 MOSQUES/CHURCHES, 6 SCHOOLS, 30 GOVT OFFICES AND 20 STUDENT DORMITORIES SEVERELY DAMAGED.

4. DUE TO DAMAGE TO HOSPITAL IN MAUMERE, PATIENTS ARE BEING TREATED IN TENTS.

5. AT THIS STAGE, GOVT AUTHORITIES ESTIMATE LOSSES CAUSED BY EARTHQUAKE AND TSUNAMI AT APPROX. USD 80 MILLION.

NATIONAL RESPONSE

6. INDONESIAN GOVT HAS DECLARED THIS EARTHQUAKE/TSUNAMI A NATIONAL DISASTER.

7. NATIONAL COORDINATION BOARD (BAKORNAS) CHAIRED BY MINISTER COORDINATOR FOR PEOPLE'S WELFARE MEETING ON 16 DEC. TO REVIEW EMERGENCY RELIEF OPERATION AND IDENTIFY
REHABILITATION AND RECONSTRUCTION MEASURES REQUIRED.

8. MINISTER OF SOCIAL AFFAIRS AND MINISTER OF PUBLIC WORKS WILL BE INSPECTING AFFECTED AREA SHORTLY.

INTERNATIONAL RESPONSE

9. FOLLOWING DHA-UNDRO'S CONSULTATIONS WITH USAID-OFDA AND ASIAN DISASTER PREPAREDNESS CENTRE (ADPC), A DHA-UNDRO/OFDA MISSION OF AN ADPC EXPERT IN SHELTER RELIEF ON ITS WAY
TO AFFECTED AREA AT OFDA'S EXPENSE. MISSION WILL CONCENTRATE ON DAMAGE AND RELIEF NEEDS ASSESSMENT.

10. DUE TO AVAILABILITY OF MOST RELIEF MATERIALS IN LOCAL MARKET, DONORS ARE ENCOURAGED TO MAKE CASH CONTRIBUTIONS.

11. JOINT MEETING OF UN DISASTER MANGAGEMENT TEAM (UNDMT), BILATERAL AID AGENCIES AND INDONESIAN GOVT HELD ON 15 DEC. UNDMT TO ACT AS CLEARING HOUSE BETWEEN AND AMONG BILATERAL AND MULTILATERAL ORGANIZATIONS AND INDONESIAN GOVT.

SITUATION

1. LATEST FIGURES SHOW 2,200 DEAD, 541 INJURED. CASUALTIES ARE STILL EXPECTED TO RISE.

2. REPORTS SAY THAT SURVIVORS FROM BABI ISLAND HAVE BEEN EVACUATED TO NEIGHBOURING ISLANDS BY INDONESIAN NAVY, SINCE ALL HOUSES HAVE BEEN LOST.

3. LOCAL AUTHORITIES INDICATE THAT SURVIVING POPULATION IN MOST-AFFECTED AREAS ARE AT SIGNIFICANT RISK DUE TO EXPOSURE, POOR SANITATION AND WATER FACILITIES, SHORTAGE OF MEDICINES, AND RAPIDLY DEPLETING SUPPLIES OF BASIC COMMODITIES.

4. GOVT AUTHORITIES HAVE UPDATED ESTIMATED TOTAL LOSSES FROM EARTHQUAKE AND TSUNAMI TO APPROX. USD 100 MILLION.

5. NATIONAL COORDINATION BOARD (BAKORNAS) MET ON 16 DEC AND IDENTIFIED URGENT NEED FOR CLOTHING AND MEDICINE FOR DIARRHEA, MALARIA AND INFLUENZA.

6. INDONESIAN AIR FORCE PROVIDING FREQUENT JAKARTA-MAUMERE FLIGHTS FOR DEPLOYMENT OF PERSONNEL AS WELL AS MATERIAL ASSISTANCE.

INTERNATIONAL RESPONSE

7. SECOND DONORS MEETING CONVENED BY UNDMT TO BE HELD ON 21 DEC. 8. INTERNATIONAL FEDERATION OF RED CROSS AND RED CRESCENT SOCIETIES LAUNCHED PRELIMINARY APPEAL FOR USD 347,222 TO SUPPORT INDONESIAN RED CROSS.

9. JOINT DHA-UNDRO/OFDA MISSION OF AN ADPC EXPERT TO ASSESS DAMAGE AND RELIEF NEEDS IS WORKING IN THE FIELD.

SITUATION

1. JOINT DHA-UNDRO/OFDA MISSION IN AFFECTED AREA HAS IDENTIFIED APPROX. 85,000 TO 90,000 PEOPLE (17,000 FAMILIES) IN NEED OF IMMEDIATE SHELTER. TENTS AND PLASTIC SHEETS SO FAR RECEIVED COVER ONLY ABOUT 20 PERCENT OF TEMPORARY SHELTER REQUIREMENTS.

2. LOCAL AUTHORITIES CONTINUE TO INDICATE NEED FOR TENTS/PLASTIC SHEETS, WATER PURIFICATION, MEDICINES (INCL. ANTIBIOTICS) FOR MALARIA, DIARRHEA AND INFLUENZA TO MEET IMMEDIATE RELIEF DEMANDS. ALSO, WATER RESERVOIR TANKS AS WELL AS MOBILE WATER TANKS STILL REQUIRED.

3. LAST WEEK, LOCAL RELIEF EFFORTS WERE HAMPERED BY DIFFICULTIES IN TRANSPORTATION AND COMMUNICATION. NOW THAT MAUMERE PORT FACILITES ARE BEING REESTABLISHED, AND ROADS AND BRIDGES BEING REPAIRED, MORE RELIEF MATERIALS CAN BE TRANSPORTED TO AFFECTED AREAS. MAUMERE AIRPORT IS AVAILABLE FOR AIRLIFT OF RELIEF MATERIALS. ELECTRICITY BEING RESTORED IN MAUMERE.

NATIONAL RESPONSE

SITUATION

1. INITIAL RELIEF TURNING INTO REHABILITATION/RECONSTRUCTION PHASE. HOWEVER, TEMPORARY SHELTER FOR A LARGE NUMBER OF HOMELESS AND PROVISION OF BASIC SUPPLIES AND MEDICINES STILL REGARDED AS IMMEDIATE NEEDS.

2. DEATH TOLL NOW GENERALLY BELIEVED TO BE OVER 2,500. AFTER DAYS OF SEARCH AND RESCUE ACTIVITIES, LOCAL AUTHORITIES HAVE DECLARED MISSING AS DEAD.

3. ESTIMATED TOTAL LOSSES FROM EARTHQUAKE AND TSUNAMI NOW CONSIDERABLY EXCEED USD 100 MILLION.

4. UPON RETURN TO JAKARTA, JOINT DHA-UNDRO/OFDA MISSION REPORTED THAT SHELTER FOR 2,500 FAMILIES, WATER PURIFICATION AND WATER SUPPLY TRUCKS ARE URGENT NEEDS IN AFFECTED AREA. ADDITIONAL REQUIREMENTS ARE CLOTHING FOR MEN, WOMEN AND CHILDREN (10,000 PERSONS), SEPTIC SOAP AND BABY FORMULA MILK POWDER.

5. INVOLVEMENT OF INDONESIAN ARMED FORCES AND NGO'S HAS IMPROVED EMERGENCY RELIEF SERVICES OPERATION RUN BY DISTRICT DISASTER MANAGEMENT BOARD.

6. ON 23 DEC. THIRD DONOR INFORMATION MEETING WAS HELD AND BRIEFED BY JOINT DHA-UNDRO/OFDA MISSION. A FOLLOW-UP MISSION WILL TAKE PLACE FROM 30 DEC 92 TO 6 JAN 93. THIS MISSION WILL, INTER ALIA, BE CONCERNED WITH DISTRIBUTION OF A U.S. CONTRIBUTION OF PLASTIC SHEETING.

7. A JAPANESE DISASTER RELIEF TEAM OF EXPERTS IN FLORES IS ASSISTING INDONESIAN GOVT IN ASSESSING DAMAGE TO BUILDINGS, DEVELOPING RECOVERY PLANS AND MEASURES TO MITIGATE FURTHER
DAMAGE.

SITUATION

1. MUDFLOW OCCURRED IN SUBDISTRICT OF NDODA ON 28 DEC 92 FOLLOWING SEVERE RAINFALL OVER LANDSLIDE CAUSED BY RECENT EARTHQUAKE. 500 PEOPLE HAVE BEEN EVACUATED TO HIGHER LOCATION. GROSSO MODO, HOWEVER, EMERGENCY PHASE IS OVER AND REHABILITATION/RECONSTRUCTION PHASE OFFICIALLY STARTS 1 JAN 93.

2. STILL NEEDED ARE TENTS, PLASTIC SHEETING AND TARPAULINS FOR SHELTER, WATER PURIFICATION, CLOTHING, SOAP AND BABY FOOD. SINCE THESE ITEMS ARE AVAILABLE LOCALLY, CASH CONTRIBUTIONS ARE RECOMMENDED.

INTERNATIONAL RESPONSE

3. THE JAPANESE EXPERT TEAM, DEPLOYED TO FLORES BY JICA, RECOMMENDS - INTER ALIA - INSTALLATION OF A MORE DENSE SEISMIC OBSERVATION NETWORK IN FLORES, A ROAD NETWORK PLAN TO PREVENT ISOLATION OF REMOTE COMMUNITIES, AND CONSTRUCTION OF SHORE PROTECTION FACILITIES WHERE REQUIRED.

4. THE DHA-UNDRO/OFDA EXPERT WILL COMPLETE HIS MISSION IN EARLY JAN 93.
