Indonesia: 28 March earthquake - Situation report #9

Earthquake in NorthSumatraProvince and NAD Province, Indonesia

History of the earth quake and place

- A great earthquake was noted at 23:09:36 hrs, local time at epicenter, on Monday, March 28, 2005. The magnitude was 8.7 on the Richter scale and located in NORTHERN SUMATRA, INDONESIA. The epicenter was located 90 km south of Sinabang with 30 Km Depth 2.065 N 97.010 E

- Evidence emerges that earthquake generated significant tsunami. A US Geological Survey tsunami expert arriving on the scene yesterday said "a tsunami estimated at almost half the size of the one that struck on December 26 hit some areas along the north-west coast of Sumatra. We're getting reports of about four meters in certain areas."

- The earthquake was also felt in Thailand, Singapore, Malaysia and Cocos Island, Australia

- More than 700 aftershocks recorded on island of Nias, 48 aftershocks following the initial earthquake, a further 628 over the following two days and 51 in the first eight hours of Thursday.

- Multiple aftershocks measuring 6.0 or higher in the early hours after initial quake. Latest aftershock reported yesterday at 6.1 and 6.3 in magnitude off of Indonesia's coast, recorded in Hong Kong at 01.05 GMT and 03.16 GMT and was centered about 280 kilometers west-northwest of Padang and south-south southwest of Medan.

Area affected

Major affected areas are the following:

1. Nias Island, Nias Province, Capital Gunung Sitoli, Gido, Gomo and Teluk Dalam (District Capital of South Nias)

2. Simeulue Island, NAD Province

3. Pulau Banyak, NAD Province

4. Singkil, NAD Province

Population at risk

There are no definite estimates of the affected population hit by the earthquake. It is estimated that 12,000 are affected in Simeulue and approximately 152,320 affected in Nias.

Nias

- A total of 632 deaths have been confirmed from Nias by SATKORLAK : 491 in northern Nias and 141 in southern Nias

- Official figures on missing person for the Nias island remains at 2017 people.

- The number of medical evacuations are reducing to less than 10 a day

- Of the 28 Health Centres 24 have now been allocated to various NGOs while assessments are continuing

- A report on the Saranya area near Gunung Sitoli says that there are still many hamlets which have not received aid or medical assistance. Many of these areas are only accessible by foot

- SurfAid observers have identified a lot of asbestos amongst the destroyed houses and have recommended that the asbestos should be cleared as a matter of priority to avoid its leaching into the water table

- In western Nias, Sirombu-Mandrehewas one of the worst affected areas following the December 26 tsunami with more than 250 deaths. The recent earthquake claimed another 7 lives. Up to 30% of all homes in the district have reportedly been flattened

- In north-western Nias, a medical team from the Equator Mermaid ship conducted emergency clinics in villages south of Afulu

- Water treatment equipmentis now being set up in sub-districts outside the main capitals

- Search and rescue teams are no longer prioritized

- WHO report that there are sufficient stocks of medical supplies on the island. There is an issue however about how to distribute these to the various health centres as many areas cannot be reached by road

- Stock taking of all medical supplies available in Gunung Sitoli is taking place. An inventory will be available within the next few days

- The USS Mercy commenced medical services yesterday. They have 4 helicopters available to transfer patients that cannot be treated in Gunung Sitoli. A team of technicians from the ship will also work on the repair of hospital equipment and services in the city, such as the x-ray unit

- In Gunung Sitoli, large numbers of people are trying to leave the island adding to the congestion around the port

- Medical team from Singapore will return home by end of this week, Singapore Medical team has handed over the facilities it helped set up in Gunung Sitoli, to Singapore Red Cross and private aid groups.

- BAKORNAS reported that there are 5 diarrhea cases in RSU Gunung Sitoli and 1 suspect case of measles

- RSU Gunung Sitoli has perform 2 operation on 5 April 2005

Nanggroe Aceh Darussalam Province

Simeulue

- No new feedback from Simeulue regarding deaths, injured or displaced persons

- Official government report on numbers of identified deaths remain at 22

- 90% of the population (totally estimated to be 78,250) is staying outside their homes

- IDPs is around 18,000 people

- Electricity has been restored in Sinabang but supply remains erratic. The mobile telephone network was activated on 6 April

- The Department of Health has assigned NGOs to the sub districts to support local health clinics. Since 1 April the hospital has not been dealing with trauma cases and the number of consultations is steadily rising to the pre earthquake level. At this stage it is believed that the supply of drugs is adequate on the island but through the ongoing assessments more precise information will be obtained in order to develop an efficient distribution system to the health posts

- MSF and Save the Children have provided tents to establish a field hospital, which is functioning at 30% capacity, and MDM is assisting with maintaining the medicine storage

- The PHO has reported that provincial medical support to be deemed as adequate with no additional medical personnel required.

- Simeulue island is rising about 2 meters after the earthquake

- RSUD Simeulue is operating outside their main building, the team from MOH is working (anesthesiologist, surgeon, obstetrician, pediatrician, internist) with help from Banda Aceh team (surgeon, internist, emergency physician)

Singkil

- Figures from an initial assessment report that there are 12 deaths and 15 injured in Singkil

- Bakornas figures remainas of last report of 5,000 IDPs in the Singkil area in 11 displacements shelters and tents.

- Food, water and generators to supply electricity are still deemed as most needed items.

Pulau Banyak

- SurfAid is planning conduct a round of mobile clinics in each village in Banyak islands, focusing on measles immunizations, malaria control and nutritional supplementation for children

- Fortunately until this time there have been no reports of deaths and medical situation in the BanyakIslands regarded stable.

- Pulau Banyak is sinking about 1 meter after the earthquake

Provincial and district response to the disaster

- Government official report " The medical situation in Nias has also stabilized and the needs of the local populace are no longer for immediate post-earthquake medical care but for primary and public care."

- The Department of Health has assigned NGOs to the sub districts in Simeulue to support local health clinics.

- Of the 28 Health Centres 24 have now been allocated to various NGOs while assessments are continuing

WHO / MOH response to the disaster

- WHO is still facilitating PHO in assessing and rehabilitating in primary and public health care, post of emergency disaster phase.

Foreign support and response to the disaster

- Government official report that Singapore military medic team to return home by end of this week. The team has treated abut 800 earthquake victims. 3 Chinook Helicopters of SAF will continue to ferry supplies and personnel to Nias.

- Oxfam is lead agency on Nias for water and sanitation, working with local water authorities to restore town's shattered main systems.

- SurfAid is planning conduct a round of mobile clinics in each village in Banyak islands, focusing on measles immunizations, malaria control and nutritional supplementation for children

- MSF and Save the Children have provided tents to establish a field hospital in Simeulue.

- US Naval ship USNS Mercy and USNS Niagara Falls anchors and has initiated operations. Evacuations are done by Sea Hawk helicopters from the USNS Niagara support ship. No patients will be med evacuated to Medan or Sibilga from then on.

- UN bodies that continue to participate is aid among others: UN-OCHA, UNICEF, UNHCR, WFP, WHO, ION as for international NGOs are OXFAM, CARE, SurfAID, JICA, International Rescue Team, ICRC, also NGO's from countries such as Singapore, Australia, Poland, Hungary, France etc.

Immediate needs

- The provision of emergency shelter, food and treated water are still identified as the highest priorities (Nias)

- Results of rapid assessments carried out over the past days have identified the most urgent needs as food, shelter and water and sanitation (Simeulue)

- Immediate resolution in distribution of aids and supplies that are piled and held up in Polonia Hangar, Medan.
