Heavy rainfall on 17-20 October 2024 caused the Barito River in Murung Raya District, Central Kalimantan, to overflow. This led to severe flooding with water levels rising over two meters. The flood has directly affected 4,875 residents and 2,192 homes, nine public facilities and nine places of worship inundated. On 15-20 October, Aceh Singkil and Aceh Tamiang districts in Aceh Province also experienced severe flooding. Approximately 7,000 households, or around 25,000 people, were affected, including 2,000 who were temporarily displaced due to rising water levels.
Local governments swiftly mobilized resources in response to the disaster, providing critical relief efforts. Public kitchens were set up to ensure food supplies for displaced families, while health services were deployed to support affected communities. Temporary shelters have been established, and essential items such as displacement tents, blankets, mattresses, tarpaulins, and food aid have been distributed.

Communications outages in various areas of Myanmar are disrupting humanitarian efforts and blocking life-saving information for affected people. Since 12 October, mobile services have been completely shut down in 14 townships under Arakan Army control in Rakhine State, following earlier restrictions in August. In Kachin State, a communications blackout since July has affected all 18 townships, hindering residents’ capacity to access crucial services. The communications disruptions leave communities vulnerable and isolated during ongoing military operations.
