Our partner NGOs are now shifting their
focus to long term rehabilitation and are carrying out need based assessment
surveys in the affected areas.
Where is the need?
The survey reports reveal that out of the 3 states (Tamil Nadu, Kerala and Andhra Pradesh) and 2 Union Territories (Andaman & Nicobar and Pondicherry) hit by the Tsunami, there are unmet needs in Tamil Nadu and Andhra Pradesh.
In Tamil Nadu the damage has been colossal and the government has put in place mechanisms (Public-Private Partnership model announced on Jan 13) to participate in rehabilitation in an organised manner. In Andhra Pradesh, the government is playing an extremely low-key role and the state suffers from lack of donor support due to minimal media coverage.
What are high need causes?
Our analysis of the needs on the ground clearly indicate that Permanent Shelters and support for livelihoods need to be focused on primarily as part of long term rehabilitation process.
Permanent Shelter
Over 1.4 lac houses have been damaged in the disaster. Both the Tamil Nadu (TN) and Andhra Government are currently providing temporary shelters, as they need to allot land for permanent housing. Most of the land in the area is either submerged or has become unfit or unsafe. The approximate cost incurred on providing shelter is around Rs 40,000 to Rs 50,000 per unit. TN Government is ready to provide land but expects people to bear the cost of the shelter. Andhra Government on the other hand is ready to spend Rs 40,000 per house. NGOs however estimate that with additional Rs 10,000 these houses can also be provided with sanitation facilities.
Livelihoods
The fishing community has lost boats and nets, most of which need replacement. The boats are available in a wide range of quality (simple wooden catamarans costing Rs10,000 each to motorized fibre boats costing nearly Rs1 lac) and are owned and used in groups. The community has ranked livelihood restoration as their no.1 priority wherever meetings were held to consult them. In Tamil Nadu, government is likely to announce some relief package within a week after which precise funding needs would be known. In AP, the government is not likely to announce any schemes. Though this activity requires 100% non-returnable grants to the NGO, the NGO organizes for the community to recover around 50% funds over 2 years to create a revolving fund for future purchase/repairs, etc.
Repairs to Schools/ Health Centres
As the Tsunami affected only about 2kms of inland, schools and health centres in most areas require only repairs, and replacement of equipment/material etc. However, in a few places the schools need to be reconstructed. NGOs have suggested about introducing community welfare centres and sanitation facilities to take up activities like running night schools and encouraging people to start using toilets.
Village Adoption
Over 100 villages in Tamil Nadu have been completely destroyed. These villages require permanent shelters, livelihood restoration and reconstruction of other infrastructure. Tamil Nadu government has announced a public-private partnership model for adoption of entire village (Rs 75 lacs for a habitation of 50 families to Rs 1.5 crore for covering 1000 families) or of specific projects (min Rs 50 lacs).
In order to ensure better planning, coordination and accountability we have charted out the needs in the affected areas as described in detail below. The resources raised will be channelised to each partner NGO working towards long-term rehabilitation.

Purpose: Providing shelter and sanitation
Description: To reconstruct damaged houses and provide sanitation facility. The govt. will provide a subsidy of Rs 40,000 per house.

Description: To support in the repair work of 100 fibre boats, purchasing of 21 new fibre boats, 378 wooden catamarans and 25 fibre catamarans. In addition, provide support to repair 18 Iyla nets and, purchase 727 Kanaganta/ Narama nets, 58 Appa/ Pusala nets, 72 Vanjaram nets, 279 Chandava nets and 10 Iyla nets. Government has agreed to give 50% subsidy.

Purpose: Construction of houses
Description: To construct permanent shelters. The project will be undertaken across three districts.

Description: To provide counselling to Tsunami survivors. Beneficiaries will be taken care of at their centre for six months.

Purpose: Construction of community centre
Description: To construct a community welfare centre of 60 ft * 40 ft in Chinnandikuppar village. The centre will have a hall with toilets and will be used to conduct medical camps, run night schools and operate self-help groups.

State, district: Tamil Nadu - Nagapattinam
Purpose: Construction of school
Description: To construct or repair 2-3 schools by their appointed contractor.
Total cost: INR 600,000 to 700,000
State, district: Andhra Pradesh - Krishna, Godavari (W)
Purpose: Providing livelihood support
Description: To repair and purchase nets and boats in Kanurupallipalam and Kothapallithammalapalam (Gollagudum) villages of Bandar mandal (Krishna), and Chinmayayvanilanka village of Narsapur mandal (West Godavari). The school building in the villages are being constructed by DPEP and houses are being constructed by the govt.
Support required:
Kanurupallipalam: 40 boats, 45 nets and 1 Alivala net (2 lacs)
Kothapallithammalapalam: 15 boats and 20 nets.
Chinmayayvanilanka: 35 boats and 40 nets.

State, district: Tamil Nadu - Nagapattinam
Purpose: Construction of school
Description: To adopt 2 villages, Keelmoovakari and Poompuhan. About 450 houses have been damaged in these villages. The project will support the repair of 1 primary school and 1 high school, construction of 1 mini library and provide educational materials in each of the adopted villages.

State, district: Tamil Nadu - Kanchipuram
Purpose: Construction of a Permanent Satellite in-patient (PHC)
Description: To provide Permanent Satellite in-patient PHC at Kovalamkuppam. It will be helpful to meet long-term fallouts of trauma/ mental health impact caused by the disaster for the whole district. Land has been already donated by the Gandhi Peace Prize Winner Dr. Gerhard Fischer and Dr. Elizabeth Walter.

State, district: Andhra Pradesh - Godavari (E) and Vishakhapatnam
Purpose: Providing livelihood support and housing facilities
Description: To support livelihoods and shelter for fishermen of 11 villages of East Godavari and 5 villages of Vishakhapatnam.

Repair of 186 nets
