Nature of disaster: Floods
Due to heavy rains in Chhattisghar and in upper and lower catchments in major rivers and their tributaries in the state during the past few days, the flood situation have worsened. This is forcing the water level in Hirakud dam to the full reservoir level of 629.50 fts with 8,50,000 cusecs inflow and 8,46,000 cusecs outflow. 14 districts are affected so far namely Angul, Boudh, Bolangir, Cuttack, Ganjam, Gajapati, Jagatsinghpur, Jajpur, Kalahandi, Kendrapada, Nayagarh, Puri, Rayagada, Sonepur. Evacuation operations in the affected districts have started as thousands of people are grappling with adverse conditions. Breaches along river and saline embankments have added to the woes, as flood water gushed into some villages. Road communication has also been badly hit in some parts.

Rain and Thunder showers are likely to occur in several places in Orissa.

Current Situation and projected threats in different districts:

Boudh:

  • Boudh- Bolangir State highway is cutoff.

Ganjam:
  • Bhanjanagar-Bhubaneswar State highway connecting has been submerged.

Kendrapada:
  • The State highway between Kendrapada-Cuttack has been submerged.
  • All the major rivers in the district are expected to rise.
  • There is a possibility of a breach to develop in Koruan village in Garadpur block . The river flowing is Chitratola.
  • Three island namely -- Luna Karandia, Antei, Jalapoka have been marooned due to current floods
  • At Mundali site volume of water is 13.5 lakhs cusecs and the water level is expected to rise.

Jagatsingpur:
  • 8 G.Ps of Balikuda block namely Apalara , Oskava, Aanatapur, Kusupur, Naharang, Maridpur, Baramandali, Machagaon are likely to be affected

Jajpur:
  • Possibility in the rise of water level of mahanadi river and it may inundate 12 G.Ps of Badachana block, 3 G.Ps of Bari Block , 4 G.Ps of Dharmasala

ADMINISTRAIVE MEASURES:

  • The Chief Minister's Review Meeting took place on 29th of August to discuss the current flood situation.
  • All the District Collectors have been directed to issue red alerts through every measure possible.
  • Balasore and Bhadrak district administrations have been directed to acquire boats, which will be put to operation for rescuing people, in case situation worsens further.
  • Army and Navy have been put on high alert.
  • Special Relief Commissioner, Orissa has communicated the latest flood situation to its counterparts in Andhra Pradesh, West Bengal and Chhattisgarh and briefed them about the flood situation in the State.

National Response
  • The Army has already been mobilized from Ranchi and sent to the affected districts.
  • Boats are also being requisitioned from Ranchi to be used if the situation aggravates further.
  • UN Agency meeting was held at UN House -- II and NGO coordination meeting was held in OSDMA. Meeting details will be shared in the next sitrep.

Items Mobilized:
  • With request from Government of Orissa, UNDP would provide 10,000 polythene sheets which would be distributed to the affected people. These polythene sheets have been procured from Kolkata and are expected to arrive by 30 August to the affected districts.
  • Government of Bihar has agreed to provide 250 tents and 1000 polythene sheets soon to the affected districts.

Weekly trains from Bhubaneswar: To Bangalore, Kochi, Thiruvananthapuram, Varanasi
