India: Assam and Arunachal Pradesh floods situation report, 21 Jul 2005


NATURE OF HAZARD: FLOODS

Arunachal Pradesh the affected district are Lohit, Anjaw, West & East Siang & Lower Dibang valley districts. Water level in river Lohit (encircling Tezu Dist HQ) a tributary of Brahmaputra is receding at Anjaw, and in lower Dibang valley river Deopani, Kundil are over flowing while Siang river is flow at danger level.



Assam with river Brahmaputra and its tributaries over flowing at tezpur, Dhubri, Lakhimpur, karimganj, Nematighat, & Barpeta has affected 11 districts: Dhemaji, Lakhimpur, Tinsukia, Jorhta, Karimganj, Marigaon, Nalbari, Goalpera, Dibrugarh, Kokrajhar and Barpeta, Bongaigaon & Rangia of Kamrup.



Status of major rivers in Assam as on 21.07.05:

As per CWC flood bulletin recorded at 8.00 hrs today, river Brahmaputra is flowing above the Danger Level (D/L) at Dibrugarh station in Dibrugarh district, similarly it has crossed the D/L at Neamatighat and Dhubri in Jorhat & Dhubri district respectively. In Sonitpur district, Brahmaputra has risen steadily at Tezpur station and also river Jia Bharali at N.T.Rd.Xing recording station. River Puthimari in Kamrup district, Pagaldiya in Nalbari district, Beki in Barpetta district and Kushiyara in Karimganj district are flowing above the danger level. Other rivers like Barak, Burhidehing and Kopili are on a rising trend.

Meghalaya due to insistent rainfall rivers Ganol, Jingiram, Balda, Rongai & Diti Darong are flowing at warning levels the districts that have been affected are West Garo Hills and East Garo Hills tow talukas have been affected covering 25 villages with 7000 population.

DAMAGE DETAILS & CURRENT SITUATION

Assam at District Level

Breached embankments: river Mora Pagladia at Nalbari between at village Suradi & Dahkaurai of Barama Revenue circle, river Nona village Barkurkuria of Bhitamahal village under Ghagrapar revenue circle. In Rangia sub –division of kamrup district Rangia-Dhamdhama PWD road breached at Tatarkuchi Bridges: Wooden Bridge at Gurkuchi on Rangia – Dhamdhama PWD road was partially damaged. Wooden bridge at Dotari village washed away. Bamboo Bridge over Duloni stream at sielmari rover was washed away. Railway embankment of Aie river of Doukijhar village was partially eroded.

Roads: linkages between Suradi- Dahkauria-Bahmura village and in Bajali sub –division under Barpeta District PWD road between Nityananda-Jalah-Sarupeta –Salbari was overtopped. In Marigaon district Mayong-Buraburi road has been blocked

Arunachal Pradesh at District level

Lohit: Continuous heavy rainfalls for the last 8 days rivers are in full spate in catchment areas of Lohit and Anjaw. Tezu Township’s communication network has been cutoff due to high spate of rivers and landslides while communication in Namsai to Wakro is totally disrupted.

Anjaw: Communication from Hayuliang to Tezu is disrupted due to landslide.

West Siang: damage to private properties, link roads water supply network and standing crops have been reported in Lipu village at Likabali Township and Likabali, Sildi, Dipa, Kuntor, & Kangku circles. The damage was due to overflowing and erosion of slak sawmill, gogar and lago streams.

East Siang: a log bridge was washed away over Siku River; mebo sub-division is cut off from the districts head quarters. Landslide and erosion is reported to have occurred at several places on pasighat pangin road.

Lower Dibang valley: Dambuk Bizari & Paglam circle remain cut off. Power supply is disrupted. Service of elephants are being used were rivers are overflowing in Enju an Sisiri circles.

Meghalaya: Road blocks at Rongsak on the Tura William nagar road, while temporary road blocked on the songeak mendiparhar PWD road

ADMINISTRATIVE MEASURES

The government is monitoring the overall flood situation and coordinating.

- Restoration of road damages at several locations has been taken up by the administration.

- To treat cases of diarrhoea and dysentery medial officials are being sent to the with medicines supplies.

- The district administration is making provision for safe drinking water and monitoring hygiene and sanitation conditions to curb spread of epidemic.

- Water is being supplied through portable tankers.

- In relief camps gratuitous relief items are being distributed comprising of rice , dal , salt. Also shelter material is being distributed.

- The districts machinery is working on the flood protection measures in Tezu township

- The State Government has issued guidelines to all district administration, senior officers and other line departments for taking relief operations, Search & Rescue activities wherever and whenever necessary in a smoother way. Rapid action teams of the Health Deptt. have been asked to remain alert for preventive and curative measures.

- The State & District Control Rooms are functioning round the clock.

- Special arrangements are being made for procurement of food grains, medicines, cattle fodder, and water purifying tablets, ORS, boats and vehicles.

- Marooned people of the inundated areas were shifted to nearby school buildings. Relief materials, water purifying tablets and packets are also being distributed to the flood victims.
